Job Summary
Under general direction, establishes and maintains relationships within the immigrant and refugee
community which foster positive communication and interactions between the Police Department and
these populations.
Essential Job Duties and Responsibilities
Maintains a positive, active and visible presence throughout the community.
Attends various community events and outreach opportunities as a representative of the Police
Department.
Performs public speaking.
Promotes the mission of the Police Department and provides excellence in service.
Participates and assists the Community Outreach Assistant in planning, coordination, set up and
presentation at community outreach events.
Provides support to the Community Outreach Section in community engagement and education.
Engages with immigrant, refugee and under-represented groups within the community to create
relationships, promote accessibility to police services and educate on police procedures.
Supports community outreach through creative partnerships with local organizations, agencies,
businesses, educational institutions, faith communities and community partners with a focus on
organizations serving immigrant and refugee communities.
Represents the Police Department on community-wide committees.
Develops, implements and administers community outreach programs, materials and activities
that support the mission and goals of the Police Department.
Responds to questions and suggestions from the public, City staff and other agencies regarding
community outreach and the Police Department’s mission.

Assists the Public Safety Information Officer with incorporating messaging to immigrant and refugee
communities on the Police Department’s social media
Develops strategies to support relationships and community outreach efforts with people who
represent all segments of the community with a primary focus on immigrant and refugee populations.
Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
Performs all other related duties as assigned.

W hile performing the duties of this job, the employee is regularly required to drive to various
locations to participate and speak at community events, transports supplies, and set up materials
for presentations. The employee must occasionally lift and/or move up to 25 pounds.
The noise level in the work environment is usually moderate.
Minimum Education, Experience and Certification
High school diploma or equivalent required. A minimum of 1 year of successful work experience
in at least one of the following four areas required: 1) customer service; 2) marketing; 3)
communications; 4) working with immigrant and refugee populations. Or equivalent combination of
education and experience. Excellent verbal, written, interpersonal communication and computer
skills required. Valid driver’s license with satisfactory driving record required. Must be 18 years of
age per Iowa Code 92.8. Must pass criminal background check.
Preferred Education, Experience and Certification
Knowledge of the purpose of law enforcement and the criminal justice system preferred.
Proficiency in other languages a plus.
Knowledge, Skills, and Abilities
Ability to establish effective working relationships between department staff the public, and
community partners. Ability to prepare written materials including records, reports and PowerPoint
presentations. Skills in listening, written and verbal communications, problem solving and time
management. Working familiarity with website management and social media posts. Ability to
identify program priorities, develop realistic work plans, and work on multiple tasks. Ability to work
in a team environment and independently. Knowledge of community and university resources.
Skills in marketing, public relations, and communication. Ability to maintain inter- and intra-
department confidentiality. Ability to work effectively with a diverse population.
