Community Police Review Board (CPRB) Recommendations Update And Discussion
City Manager Fruin summarized past discussions regarding the recommendations and the memo from
the October 14th Information Packet (IP4). City Attorney Goers walked through the remaining items for
Council discussion. Individual Council members expressed their views. Police Chief Liston provided
additional information.
Action: Staff will draft a letter to the CRPB updating them on the decisions made by the City Council.
Those include:
• Dropping further consideration of the five recommendations that run contrary to state law.
• Inviting the CPRB to request an internal audit through the City Council at any point in which
they identify concerns.
• Concurrence with the recommendation to expand the CPRB to seven members. Staff will
draft ordinance language and route to the CPRB for comment prior to asking for City Council
consideration.
Clarification of Agenda items
Item 7.b SSMID Petition — South District — Mayor Teague stated he would be asking the City Attorney
to make a statement during the formal meeting.

1. (IP3, Letter from Johnson County Board of Supervisors: Formal Objection to current
Fringe Area Agreement renewal) Mayor Teague asked for additional information. City
Manager Fruin stated there would be a small period of time where there would not be a
Fringe Area Agreement in place noting an agreement had been made at a staff level
with the County.
2. (IPS, National League of Cities: City Fiscal Conditions 2021) Councilor Weiner
mentioned the report contained interesting information on city finances.

Mayor Teague noted the Ad Hoc Truth and Reconciliation (TRC) minutes on the formal agenda and
asked to have an item on a work session agenda dedicated to discussing items related to the TRC.
Action: The Council indicated a desire to reserve work session time on November 30th for a discussion
centered on the ad-hoc Truth and Reconciliation Commission. Staff will reflect that on the Pending
Work Session list.
Council updates on assigned boards, commissions, and committees
Council members reported on various assigned boards, commissions, and committees.
