11.a. Resolution to amend the Comprehensive Plan and approve a 28E Fringe
Area Policy Agreement between Johnson County and the City of Iowa
City. (CPA21-0003)
A public hearing was held. Development Services Coordinator Sitzman
presented a power point. Individual Council members expressed their views.
Motion to approve Resolution 21-285. Moved by J. Thomas, seconded by P.
Taylor. Motion Passed. (5 Ayes) Absent: Mims, Teague.
11.b. Resolution to amend the Southwest District Plan and IC2030
Comprehensive Plan to allow intensive commercial and open space
land uses for the property south of IWV Road SW and west of Slothower
Road. (CPA21-0002)
The public hearing was opened. Applicant requested deferral to the next
meeting. City Manager Fruin and City Attorney Goers provided information.
Motion to continue public hearing and defer item to November 30, 2021. Moved

11.c. Resolution to annex approximately 70.39 acres of land located west of the

11.d. Ordinance conditionally rezoning approximately 53.36 acres from County
Agricultural (A) to Intensive Commercial (CI-1), approximately 17.03
acres from County Agricultural (A) to Interim Development Commercial
(ID-C), and approximately 9 acres from Rural Residential (RR-1) to
Intensive Commercial (CI-1) for land located west of the intersection of
IWV Road SW and Slothower Road.
The public hearing was opened. Applicant requested deferral to the next
meeting.

13. Ordinance amending Title 9, entitled "Motor Vehicles and Traffic," Chapter 3,
entitled "Rules of the Road," Section 6, entitled "Speed Restrictions,"
Subsection B, entitled "Exceptions," to modify the 35 MPH speed zone for
American Legion Road and Muscatine Avenue. (First Consideration)
Transportation Planner Ralston presented information. Individual Council

Community Police Review Board (CPRB) Recommendations Update And Discussion
City Manager Fruin summarized past discussions regarding the recommendations and the memo from
the October 14th Information Packet (IP4). City Attorney Goers walked through the remaining items for
Council discussion. Individual Council members expressed their views. Police Chief Liston provided
additional information.
Action: Staff will draft a letter to the CRPB updating them on the decisions made by the City Council.
Those include:
• Dropping further consideration of the five recommendations that run contrary to state law.
• Inviting the CPRB to request an internal audit through the City Council at any point in which
they identify concerns.
• Concurrence with the recommendation to expand the CPRB to seven members. Staff will
draft ordinance language and route to the CPRB for comment prior to asking for City Council
consideration.

Item 7.b SSMID Petition — South District — Mayor Teague stated he would be asking the City Attorney
to make a statement during the formal meeting.
