• Elected officials from both Iowa City & Johnson County have prioritized direct
payments to previously ineligible individuals as a use of ARPA funds
• Board of Supervisors will discuss direct assistance program overview and
checklist at the Wednesday, November 17 Work Session.
• Is there agreement that there should be one -program administered by the
County with the same benefits and eligibility criteria?
• If County investment does not cover all acceptable applications, will additional
investment be considered or can Iowa City supplement funding to cover any
remaining residents?

use
• Ongoing (non-ARPA) eviction prevention investments include:
• Iowa City: Local eviction prevention program partnership with Shelter House
• Iowa City/Johnson County: Partnership with Iowa Legal Aid & Shelter House
• Earmark sufficient investment to extend existing City/County eviction prevention
partnership through 2024
• Proposal will reflect existing framework/process in place, with modifications as
needed to add staffing stability and increase community outreach
• Are elected officials comfortable with county and city staff working with current
direct providers to develop a proposal for a program to extend through 2024?
• Are there any enhancements to the exiting programs that either entity would like
to see in the proposal?
HOUSING REPAIR & RELOCATION

• Both entities have expressed interest in using a portion of ARPA funds for critical
home repairs to improve the health and safety of the housing stock
• Iowa City priority: Urgent life/safety housing repairs and relocation of residents
from unsafe housing conditions. Immediate focus on ForestView neighborhood.
• Johnson County priority: aging -in-place repairs and Healthy Homes improvements
targeting Rural Johnson County and older residents.

• Is Iowa City's immediate focus on mobile home repair and relocation
appropriately prioritized?
• ForestView's deteriorating condition and future uncertainty may lend to a unique
program separate from a standard repair program. Is a two-pronged approach
appropriate to pursue?
• Should staff pursue discussions on a joint repair and/or Healthy Homes program?
AFFORDABLE HOUSING

mixed-use, multi -public benefit facility: childcare, government office space,

Proposals on the County -owned redevelopment property?
• Is there desire to make an immediate additional investment in the Housing
Trust Fund? If so, should any specific priorities be considered for funding
allocation?

months (acquisition, permanent supportive housing, establishment of a land
trust, etc.)?
