Joint meeting with Johnson County Board of Supervisors — Discussion on American Rescue
Plan Act (ARPA) Funds
City Manager Fruin presented a power point focusing on four areas for collaboration: (1) Direct
Payments, (2) Eviction Prevention, (3) Housing Repair and Relocation, (4) Affordable Housing.
Individual Council members and County Board of Supervisors expressed their views.
Action: Pending ARPA action steps after the joint meeting with the County include:
• Staff will report back to the City Council after the County develops a direct payment program for
excluded workers.
• Staff will work with existing partners to develop a proposal for a bolstered eviction prevention
program. Important considerations include proactive outreach, dedicated program staff, and
resources for translation services. Staff will reach out to Coralville and North Liberty to gauge
interest in participation.
• Staff will begin to conceptualize a relocation plan for the Forest View neighborhood. A
secondary emergency home repair program will be considered after the Forest View effort
concludes.
• Staff will keep engaged with the County regarding their plans to redevelop 821 S. Clinton.
• Staff will start preliminary discussions with Trust Fund of Johnson County to explore affordable
housing partnerships through ARPA.
• Staff will provide a formal update to Council on ARPA plans and timelines sometime in
December or early January. This may include a request for ARPA supported staffing for grant
administration, compliance and reporting.

Clarification of Agenda items
Item 5.f Community Police Review Board: October 12 — Mayor Pro Tem Salih noted the budget
recommendation in the Board's minutes and asked if further action was needed. City Manager Fruin
provided additional information.
Action: Staff will add $6,650 for CPRB outreach in the draft FY 23 budget.

Thomas noted the memo and the modest improvement in disproportional contact.
Thomas also commented on the concentrated mapping where traffic stops occur. City
Manager Fruin and Police Chief Liston provided additional information.
