7. Resolutions and Motions
7.a. Annual ICDD FY23 Budget
Motion to accept the proposed FY23 budget for the Iowa City
Downtown District, as approved by the Iowa City Downtown
District Advisory Board.

Comment Per the Operating Agreement between the Iowa City Downtown District
(ICDD) and the City of Iowa City, the ICDD Advisory Board must hold a public
meeting, approve the proposed budget and submit it to City Council by December 1
each year.
7.b. Insurance Agent Broker Services
Resolution authorizing the procurement of Insurance Agent Broker
Services for the City of Iowa City.
Comment This Resolution will approve the procurement of Insurance Agent Broker
Services. The contract will be awarded to TrueNorth for one three-year term. This
purchase will exceed te $60,000 spending authority of the City Manager for
Professional and Consulting Services, thereby requiring Council approval. Over the
course of this contract the City expects to expend approximately $225,000.00.
8. Setting Public Hearings

Motion setting a public hearing for December 14, 2021, on an
ordinance amending City Code 1-5-1 and 1-9-3 of the Code of
Ordinances of Iowa City establishing the boundaries of the
precincts and the City Council districts in Iowa City.
Comment The new voting precincts and City Council district boundaries reflecting
population changes documented in the 2020 Census have been drawn up by the
office of the Johnson County Commissioner of Elections. A map with the proposed
boundaries and accompanying memorandum will be included in the December 14
Council packet. New precinct boundaries become effective in January 2022. State law
requires a public hearing and publication of the approved ordinance before January 3,
2022 - 60 days after the State districts became law.

Benton Street Rehabilitation
Resolution setting a public hearing on December 14, 2021 on
project manual and estimate of cost for the construction of the
Benton Street Rehabilitation Project, directing City Clerk to publish
notice of said hearing, and directing the City Engineer to place said
project manual on file for public inspection.
Comment: The Benton Street Rehabilitation Project indudes a crack and seat of the
existing pavement with a Hot Mix Asphalt (HMA) overlay, painting of on street bike lanes,
ADA sidewalk improvements, and traffic and pedestrian signal improvements at the
Benton and Sunset intersection. The estimated cost of construction is $3,200,000 and will
be funded through account #83947 — Benton Street Rehabilitation Project
First Avenue and Scott Boulevard Intersection Improvements
Resolution setting a public hearing on December 14, 2021 on
project manual and estimate of cost for the construction of the First
Avenue and Scott Boulevard Intersection Improvements Project,
directing City Clerk to publish notice of said hearing, and directing
the City Engineer to place said project manual on file for public
inspection.
Comment The First Avenue and Scott Boulevard Intersection Improvements Project
incudes reconstruction of the 1st Avenue and Scott Boulevard intersection converting the
existing four way stop into a single lane roundabout Construction will also indude new
storm sewer and water main, ADA sidewalk improvements, street lighting, and
restoration. The estimated cost of construction is $1,700,000 and will be funded through
account #53944— First Ave/Scott Blvd Intersection Improvements.
Willow Creek Streambank Stabilization Improvements
Resolution setting a public hearing on December 14, 2021 on
project manual and estimate of cost for the construction of the
Willow Creek Streambank Stabilization Improvements Project,
directing City Clerk to publish notice of said hearing, and directing
the City Engineer to place said project manual on file for public
inspection.
Comment The Willow Creek Streambank Stabi[ization Improvements Project incudes
the reconstruction of Willow Creek in Willow Creek Park to address erosion issues and
potential safety hazards. Construction also indudes rock rile grade control and rip -rap
streambank armoring. The estimated cost of construction is $170,000 and will be funded
through account #S3947 — Benton Street Rehabilitation Project

Resolution to amend the Southwest District Plan and
102030 Comprehensive Plan to allow intensive commercial and
open space land uses for the property south of IVVV Road SW
and west of Slothower Road. (CPA21-0002)
Comment At its October 21 meeting, tile Planning and Zoning Commission
recommended adoption of this comprehensive plan amendment by a vote of 5-0.
Adoption of this resolution will allow intensive commercial and open space land uses for
approximately 79 acres of the property located south of IWV Road SW and west of
Slothower Road. Specifically, the amendment will change the Comprehensive Plan
future land use map to Intensive Commercial and Public/Private Open Space and will
change the Southwest District Plan text and future land use map to Intensive
Commercial and Vegetative Noise/Sight Buffer.

Ordinance conditionally rezoning approximately 5.81 acres of
property located east of S. Riverside Dr. and north of McCollister
Blvd. from High density single-family residential (RS -12) to high

Comment At its November 4, 2021 meeting, by a vote of 7-0, the Planning and Zoning
Commission recommended approval of this rezoning subject to conditions related to
construction of storm shelter and sidewalk along the entry street, submission of a final plat,
which shall be accompanied by construction drawings and a site grading and drainage
plan, dissolving the north property line on the final plat, and submission of an open space
plan which shall detail plans for future recreational amenities. Approval will

construction of the Access Control Upgrade Project, establishing amount

Comment This project generally includes upgrades for door access control and is located
across three facilities, the Wastewater Treatment Plant, City Hall, and the Water Plant The
estimated cost for this project is $155,000 and will be funded by the Access Control Upgrade
account # G4725.

14. Muscatine Avenue/American Legion Road Speed Limit
- 6'17 Ordinance amending Titie 9, entitled "Motor Vehicles and Traffic,"
Chapter 3, entitled "Rules of the Road," Section 6, entitled "Speed
Restrictions," Subsection B, entitled "Exceptions," to modify the 35 MPH
speed zone for American Legion Road and Muscatine Avenue. (Second
Consideration)
Comment An ordinance modifying the extent of the 35 MPH speed zone on American Legion
Road and Muscatine Avenue to relocate its western terminus 10 Buckingham Lane and to reduce
the speed limit to 25 MPH west of Buckingham Lane. This change is being made to reflect the
recommended speed based on reconstruction of a portion of American Legion Road. Staff is ot
requesting expedited action.
