Comment This item will approve an agreement with Steams, Conrad, and Schmidt Consulting Engineers, Inc. dba SCS Engineering, Inc. to provide preliminary design, final design, preparation of a project manual for bidding, permitting, bidding assistance, and constructions services for the Iowa City Landfill Cell FY23 Construction Project. The project will construct the next solid waste disposal landfill cell at the Iowa City Landfill and Recyding Center. The negotiated fee is not to exceed $346,300 and will be funded by the Future Landfill Cell Project, Account #L3338. 5.d. Water Treatment Plant Chlorine Feeder System Upgrade Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Strand Associates, Inc. to provide engineering consultant services for the Water Treatment Plant Chlorine Feeder System Upgrade Project. Comment This agreement authorizes Strand Associates, Inc. to provide consultant services induding design development, preparation of construction documents, bid phase services and limited construction administration and inspection services forthe Chlorine Feeder System Upgrade Project The project generally indudes the study of the existing conditions, presentation of design alternatives, design options for the replacement or repair of chlorine feeder and scrubber systems, the removal of ammonia feeder systems, and coordination of construction work not to impede water plant production. Mortgage Release -60 Amber Lane Resolution authorizing the Mayor to sign and the City Clerk to attest a release of lien regarding a mortgage for the property located at 60 Amber Lane. '2 1 -3o 5.k. Comment As part of the City's rehab loan program, the City granted the owner 2 loans. Because the properly is in a targeted neighborhood, one ban is forgiven by 20% each year. The owner has a purchase agreement to sell the property and is requesting the City forgive the remaining balance of $5,509.60 on the forgivable loan. The other loan will be repaid in full. National Opioids Settlement Resolution authorizing the City Manager to opt the City of Iowa City into the National Opioids Settlements. Comment The resolution authorizes the City Manager, with the advice and consent of the City Attorney, to execute the two Settlement Agreements and one Memorandum of Understanding with the State of Iowa related to the national Bass action litigation surrounding the opioid crisis. It will further authorize the City Manager to negotiate sub - allocation of funds from Johnson County, and/or expend settlement funds on approved opioid remediation uses. Landfill Gas Collection System Expansion Resolution setting a public hearing on January 4, 2022 on the project manual and estimate of cost for the construction of the Landfill Gas Collection System Expansion Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This item will set the public hearing for the Landfill Gas Collection System Expansion Project This project will increase the reliability of the gas collection system for the Landfill by installing additional gas collection system piping around the south and west portions of the site. (Second Consideration) Comment At its October 21, 2021 meeting, by a vote of 5-0 (Martin and Nolte absent), the Planning and Zoning Commission recommended approval of this rezoning, subject to conditions related to platting, dedication of a buffer easement, certain landscaping and screening, and cost contribution to Slothower Road. Approval will allow for intensive commercial development within the eastern portion of the subject property, with interim commercial zoning designated for the westem portion. Comment The new voting precincts and City Council district boundaries reflecting population changes documented in the 2020 Census have been drawn up by the office of the Johnson County Auditor, acting as local Commissioner of Elections. New precinct boundaries become effective January 15th, 2022. State law requires a public hearing and adoption of the approved ordinance before January 3, 2022 - 60 days after the State districts became law. Comment On October 11, 2021 the City received a petition by property owners within the South District to establish a Self Supported Municipal Improvement District (SSMID). Council sent the petition to the Planning and Zoning Commission for an evaluative report. P&Z recommends approval. State CDBG-CV Status of Funded Activities 2 - Resolution approving the Status of Funded Activities (SOFA) for CDBG- CV funds received by the Iowa Economic Development Authority. Comment Iowa City received $686,610 in CDBG-CV funds through the Iowa Economic Development Authority to prevent, prepare for and respond to the COVID-19 pandemic. In accordance with the State's Citizen Participation Plan, the City must hold a public meeting to discuss the Status of Funded Activities (SOFA) once 50% of funds are expended. 1.
