Native American Land Acknowledgement
Prepared for the City of Iowa City's Ad Hoc Truth and Reconciliation Commission and Human
Rights Commission
PURPOSE
Iowa City owes its existence to the many Indigenous Peoples who were the original stewards of this land
and who were subjected to manipulation and violence by non-native settlers, invaders, and governments
in order to make this moment possible. Acknowledgement of this truth is central to our work toward
reconciliation across all barriers of difference and injustice. Starting with a Native American Land
Acknowledgement, this Commission will bear witness to the legacies of violent displacement, migration,
and settlement that have marginalized those who were the first inhabitants of this land. We must also
address the mistreatment and exclusion that Native Americans continue to face today. The Ad Hoc Truth
and Reconciliation Commission and the Human Rights Commission encourage the community and City of
Iowa City to join us in these efforts through the use of a Native American Land Acknowledgement.
LAND ACKNOWLEDGEMENT
To be read at all public meetings and events:
"We meet today in the community of Iowa City, which now occupies the homelands of
Native American Nations to whom we owe our commitment and dedication. The area of
Iowa City was within the homelands of the Iowa, Meskwaki, and Sauk, and because
history is complex and time goes far back beyond memory, we also acknowledge the
ancient connections of many other Indigenous Peoples here. The history of broken
treaties and forced removal that dispossessed Indigenous Peoples of their homelands
was and is an act of colonization and genocide that we can not erase. We implore the
Iowa City community to commit to understanding and addressing these injustices as we
work toward equity, restoration, and reparations."

Draft Ad Hoc Truth and Reconciliation Commission (TRC) Minutes

Commissioners present: Amel Ali, Kevo Rivera, Wangui Gathua, Clifton Johnson, Eric Harris,
Chastity Dillard, Daphney Daniel (via Zoom), Sikowis (Christine Nobiss) (via Zoom).
Commissioners not present: Mohamed Traore.
Staff present: Stefanie Bowers.
Recommendations to City Council: No.
Meeting called to order: 7:10.
Reading of Land Acknowledgement: Ali read the Land Acknowledgement.
Approval of Minutes from the February 3, 2022: Ali moved, and Rivera seconded. Motion passed
6-0. (Daniel, Dillard not present for vote).
Public Comment of Items not on the Agenda: Amos Kiche has resided in Iowa City for half of his
life —nearly 31 years. He came to Iowa City as a student. At that time, there were only 3-4
Africans residing in the city. Kiche expressed concern for the lack of answers surrounding the
death of Bernard Ngila who is also from Africa. He died in Iowa City on February 3. Kiche would
like the City to assist in providing answers so that Ngila's family can have closure.
Excluded Workers Fund Update: This fund supports persons who are undocumented and/or
persons previously incarcerated. Persons who did not have the benefit of receiving a stimulus
check or unemployment benefits during the peak days of the pandemic.
The Board of Supervisors for Johnson County have tried to stop the excluded workers from
making comments at their meetings this is in spite of the excluded workers having a lot of
support. The excluded workers will be the ancestors of the US as their children are American
citizens.
Nisaa African Family Services is a supporter of the excluded workers.
Discussion on Facilitator Proposal: Presentation with representatives from Astig Planning, Banjo
Knits Empowerment, Think Peace, and Mediation Services. Think Peace will focus on the public
processes of the TRC: sharing stories, trauma healing, educational dialogue, and societal
participation. Astig Planning will assist in design of outreach and engagement. Banjo Knits
Empowerment will include more community partners who will have the opportunity to be hired
by the TRC once they have been trained on Truth and Reconciliation by professionals. Mediation
Services of Eastern Iowa will help design outreach and engagement and possibly assist in offering
healing processes.
Commission Announcements: Ali will have staff share the registration information on an
upcoming 6-week Transitional Justice training. One of the facilitators is Eduardo Gonzales of Think
Peace. Gathua mentioned a memorial that will be held for Mr. Bernard Ngila on Saturday, March
S, from 12-1PM at St Patrick Catholic Church. Johnson reported on an upcoming SBA event being
held on March 24 sponsored by I Heart Black Business and hosted at ICOR Boxing. Rivera reported on the
anti-LGBTQ legislation that is occurring across the country. Daniel stands in solidarity with the Ukrainians.
