HomeMy WebLinkAboutBudget Management AnalystCITY OF IOWA CITY - Job Description Job Class #26-02 FLSA Exempt Civil Service Identification Position Title: Budget Management Analyst Department: Finance Division: Finance Administration Supervisor: Director of Finance Job Summary Prepares initial city-wide budget projections and submits to departments. Assists in preparation and review of the City's three year financial plan. Monitors financial operations throughout the fiscal year. Job Scope No supervisory responsibilities. Makes recommendations for budgets. Monitors expenditures during the year. Essential Job Duties and Responsibilities Assists in the preparation and analysis of operating and capital improvement budgets and the City financial plan. Monitors current year budgets; reviews amendments and projects year-end fund balances. Maintains required computer programs and reports. Performs financial analysis and research as assigned. Prepares and updates long-term projections for operating and capital improvement funds. Communicates with project managers and reviews funding sources. Performs compliance procedures with State of Iowa budget reporting requirements. Reviews department requested adjustments to the financial plan projections. Prepares budget in state format. Reviews and assigns account coding in cooperation with accounting. Reconciles prior year budget system program totals. Reconciles cash balance per general ledger and state format budget to actual report. Reviews and monitors actual revenues and expenses in relation to current and future budgets. Job Class #26-02 Finance Administration Page 2 Updated 06/03/2022 Prepares formal budget amendments. Communicates with departments on classification or budget issues. Prepares intergovernmental contracts (state code section 28E) billing and required budget projections. Develops and implements performance measures. Minimum Education, Experience and Certification Bachelor's degree from an educational institution accredited by a DOE recognized accreditation body or associate degree from an educational institution accredited by a DOE recognized accreditation body and two years of experience or equivalent in accounting required. Valid driver’s license with a satisfactory driving record required. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check. Preferred Education, Experience and Certification Two years’ experience in governmental accounting preferred. Knowledge, Skills, and Abilities Knowledge of government accounting principles and methods. Skills in oral and written communication, computerized research methods, organization and mathematics. Ability to read and understand financial information, reports and journals. Ability to perform financial analysis operations and make appropriate recommendations. Ability to manipulate and extract computerized data for research analysis.
