Manages the design, construc�on administra�on, and inspec�on of public improvement projects, subdivision review and regula�on and enforcement of ordinances. Analyzes the condi�on, capacity and expansion of City-owned u�li�es and makes recommenda�ons for ac�on. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Plans, assigns, and reviews the work of staff in the planning, design, administra�on and construc�on of public improvement projects and the capital improvement program. • Provides engineering and architectural consulta�on to other City departments. • Prepares and delivers oral presenta�ons at City Council, commissions, and public mee�ngs. • Listens and responds to complaints and informa�on requests from the public. • Advises and develops solu�ons for the public, upon request, for problems rela�ng to public infrastructure. • Assists in the development of public improvement projects and the capital improvements program. • Assists in preparing and administering an annual budget, monitoring expenditures during the year and making recommenda�ons for modifica�ons. • Provides informa�on to media through press releases and interviews, and issues required press releases for public improvement projects. • Assists in establishing and maintaining design and construc�on specifica�ons, reviewing new and innova�ve construc�on materials and methods, and evalua�ng equipment performance. • Assigns workload and evaluates progress, ensuring compliance with laws, regula�ons and standards. • Assists staff with review and approval of right of way permits (temporary use, excava�on, and curb cuts). • Reviews incident reports for on-the-job incidents/injuries. Updated: March 2024 • Reviews and approves staff �me entry in �me and atendance system. • Assists with overseeing inter-division/department coordina�on and serves as liaison for engineering services with other City departments, divisions, developers, and outside agencies. • Coordinates with other departments and divisions to develop plans and programs. • Serves as ac�ng City Engineer in his/her absence. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and six years of related experience; or ten years of related experience and/or equivalent combination of education and experience. Degree and experience in Civil Engineering. • State of Iowa Professional Engineer license in the field of civil engineering. Valid State of Iowa driver's license with sa�sfactory driving record. National Incident Management System Training ICS 100, ICS 200, IS 700, IS 800, ICS 300 within two years of hire. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and eight years of related experience; or twelve years of related experience and/or equivalent combination of education and experience. Knowledge, Skills, and Abili�es • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to effec�vely perform long and short-term planning and administer projects within the established deadlines. • Ability to effec�vely present informa�on to top management, public groups, and/or commissions, or elected officials. • Ability to effec�vely supervise and mo�vate employees. • Ability to interpret an extensive variety of technical instruc�ons in mathema�cal or diagram form and deal with several abstract and concrete variables. • Ability to perform mathema�cal func�ons in order to perform and review engineering calcula�ons. • Ability to read and interpret plans and specifica�ons, blueprints, easement documents, engineering reports, design manuals and contract documents. • Ability to reliably and predictably carry out du�es. • Ability to respond to common inquiries or complaints from the public, regulatory agencies, or members of the business community. • Ability to write reports and ar�cles for publica�on that conform to prescribed style and format. • Knowledge of City’s purchasing, financial and personnel policies. Updated: March 2024 • Knowledge of engineering principles and prac�ce, public works design, and construc�on management and inspec�on. • Knowledge of financial documents and ability to manage and create budgets and financial reports. • Skill in observa�on, problem solving, oral and writen communica�ons, conflict resolu�on, nego�a�ons, technical wri�ng, and project management. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook). Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing daily tasks and assignments. May perform additional supervisory duties at the direction of the Department or Division Head to include disciplinary action, assisting with hiring or firing, and writing or delivering performance reviews.
