HomeMy WebLinkAboutAssistant City Manager Updated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Assistant City Manager Department: City Manager’s Office Division: City Manager’s Office Supervisor: City Manager FLSA: Exempt Civil Service: No Pay Grade: 30 Job Number: 3019 Job Summary Assists the City Manager and Deputy City Manager in a broad range of projects, programs and other activities involving city government administration. Provides highly responsible and complex, executive level management support and customer service lead for the City Manager’s Office. Serves as the ADA Coordinator for the City, manages special projects, and coordinates development and execution of assigned interdepartmental initiatives and reports. Represents the City at special events and through appointment to community and non-profit boards. Serves on the City’s budget review committee and develops related budget document information and City Council meeting presentations. Prepares and administers the budgets of the City Council and City Manager’s Office and carries out many related office management functions. May lead hiring and assist with supervision of City Manager’s Office Department staff, including hourly staff and Divisions as assigned by the City Manager. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Serves as ADA Coordinator, obtains related certification and prepares reports and plans as required by law or the City Manager. • Performs outreach with the disability community and incorporates feedback into City operations. • Serves as the City Manager’s Office’s primary point of customer service for the general public and other City staff. • Provides exceptional customer service by phone, email and in-person conversation. • Utilizes knowledge of entire organization to respond to, research and follow-up or refer inquiries to appropriate City staff. • Manages one-time special projects, recurring programs and reporting duties including ADA reports, the deer management plan, City Council Strategic Plan annual reports and more. • Coordinates or assists with employee engagement efforts including training programs, City Manager’s Office outreach and appreciation events. • Prepares the City Manager’s Office and City Council budgets and monitors expenses throughout the year. Updated: March 2024 • Contributes and provides analysis of financial matters related to the City budget; assists the City budget review committee and helps prepare the budget document and related presentations. • Leads or assists with federal and state legislative efforts, including communicating with delegation members and staff, reviewing legislative proposals and gathering information from impacted City Departments. • Prepares for and attends City Council meetings and presents on assigned items. • Supports elected officials through special projects, including drafting talking points and speeches. • Prepares correspondence and administrative materials to support City Manager’s Office functions including memos, reports, resolutions, presentations and other materials. • Conducts research on policies and practices of other local governments as directed by the City Manager. • Coordinates and supervises assigned functions, activities and personnel within the City Manager’s office. • Serves as the Hearing Officer for appeals as assigned. • Writes content and maintains up-to-date information the City Manager’s web pages; coordinates with Communications staff as needed. • Serves as the City liaison to the University of Iowa student government. • Manages daily office functions and provides limited administrative support for the City Manager and Deputy City Manager, including managing purchasing functions, financial payment and reconciliation processing and a variety of interdepartmental administrative and public permit reviews. • Periodically hires and supervises a City Manager’s Office intern. • Assumes City Manager’s or Deputy City Manager’s responsibilities upon the City Manager’s designation. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other duties as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and two years of experience; or a Master’s degree and one year of related experience or six years of related experience and/or equivalent combination of education and experience. Degree in Public Administration, Political Science, Business Administration, or related field. Experience in municipal government. • Valid State of Iowa driver’s license with satisfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Master’s degree from an accredited educational institution and two to four years of related experience; and/or equivalent combination of education and experience. Updated: March 2024 Knowledge, Skills, and Abilities • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to develop and present mathematical budget information. • Ability to effectively communicate, both orally and in writing, to residents, the City Council and employees. • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. • Ability to read and understand technical materials, financial reports, legal documents, reports and journals and prepare administrative documents. • Ability to reliably and predictably carry out duties. • Ability to work with mathematical concepts such as probability and statistical inference. • Ability to write speeches and articles for publication that conform to prescribed style and format. • Knowledge of principles and techniques of public administration. • Skill in management, decision making, written and verbal communication, public relations, and interpersonal relations. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook). Supervision Assists with the overall direction, coordination, and evaluation of a program function or unit for the department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising direct reports including interviewing, hiring, and training employees; planning, assigning, and directing work; writing and delivering performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems; and terminating employees.
