Job Summary
Assists in the direc�on of the opera�onal, financial, and personnel ac�vi�es of the Finance
Department, with direct supervisory responsibili�es for one or more divisions. Serves as
Controller, planning, assigning, and reviewing the work of support staff. Compiles financial
reports and works with auditors in the comple�on of audits of City accoun�ng records and
procedure compliance. Serves as Finance Director in their absence or represents Finance
Director as assigned.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Plans, assigns, instructs, advises, and reviews the opera�ons of support staff in
processing payroll, financial repor�ng, accounts payable, accounts receivable, bond
payables, grant accoun�ng, escrows, benefits accoun�ng and bid and request for
proposal prepara�on as assigned by the Finance Director.
• Manages and compiles monthly financial reports, annual financial report, annual state
reports, and acts as a liaison to external auditors.
• Coordinates and prepares the Annual Comprehensive Financial Report for audit and
publishing.
• Recommends, coordinates and monitors modifica�ons, coordinates training concerning
financial applica�on and purchasing systems.
• Assists in development and review of all City financial policies and procedures.
• Monitors City’s financials and compiles informa�on and documents transac�ons.
• Evaluates, coordinates, and implements accoun�ng procedures and policies with City
departments and divisions.
• Develops and updates the Purchasing Manual’s policies and procedures and monitors
purchasing policies and procedures with internal customers as assigned by the Finance
Director.
• Par�cipates as part of the budget team; assists in monitoring City expenses in rela�on to
budget.
• Assists with issuance of municipal debt including reviewing bond issuance and
con�nuing disclosure documents and assis�ng with bond ra�ng calls and prepara�on.

• Assists with annual City-wide insurance renewals.
• Develops assigned division budgets requests and goals, reviews and approves opera�ng
expenditures.
• Administers the procurement card program and develops and monitors policies and
procedures.
• Monitors outstanding accounts receivable and implements collec�on procedures.
• Coordinates Housing Authority financial records and financial submissions to Housing
and Urban Development (HUD).
• Maintains City chart of accounts.
• Approves federal grant drawdowns based on expenditures.
• Assists with gathering, maintaining and analyzing minority and women vendor
informa�on and sta�s�cs and assists in coordina�ng racial and social equity programs
for the Finance Department.
• Stays current in new accoun�ng prac�ces and changes.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs all other related du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on and three to five years of
related experience; or seven to nine years of related experience and/or equivalent
combina�on of educa�on and experience. Degree in Accoun�ng, Finance, or related.
Experience in accoun�ng, financial management, informa�on technology, purchasing,
risk management or u�lity/billing.
• Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on and six years of related
experience; or ten years of related experience and/or equivalent combina�on of
educa�on and experience. Experience in governmental accoun�ng. Supervisory
experience.
• Cer�fied Public Accountant.
Knowledge, Skills, and Abili�es
• Ability to analyze financial systems for controls and weaknesses.
• Ability to calculate figures and amounts such as discounts, interest, commissions,
propor�ons, percentages, ability to develop and present mathema�cal budget and
sta�s�cal informa�on.
• Ability to effectively present information to top management, public groups, and/or
boards of directors.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.

• Ability to read and understand financial materials and reports, reports and journals, legal
documents and government regula�ons.
• Ability write and present detailed specifica�ons, proposals, legal contracts, market
informa�on and technical data.
• Ability to reliably and predictably carry out duties.
• Ability to respond to common inquiries or complaints from customers, regulatory
agencies, or members of the business community.
• Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists.
• Knowledge of federal, state and local regula�ons, standards and prac�ces, related to
procurement and risk management.
• Knowledge of generally accepted accoun�ng procedures, governmental accoun�ng,
audit principals and procedures and work papers, computer so�ware and financial
systems.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook) and financial management so�ware.
Supervision
Assists with the overall direction, coordination, and evaluation of a program function or unit for
the department. Carries out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include supervising direct reports including
interviewing, hiring, and training employees; planning, assigning, and directing work; writing
and delivering performance reviews; rewarding and disciplining employees; addressing
complaints and resolving problems; and terminating employees.
