Job Summary
Assists in planning, direc�ng, and supervising the opera�on and maintenance of the wastewater
treatment plant, li� sta�ons, and collec�on system. Coordinates industrial pretreatment
program.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Prepares, reviews, compiles, and maintains records and reports regarding division
ac�vi�es.
• Plans, directs, and coordinates industrial pretreatment program with significant local
industries.
• Assists in supervising, planning, and direc�ng daily opera�ons and maintenance of the
wastewater treatment plant, collec�on systems and related facili�es.
• Instructs and advises support staff in methods and procedures.
• Responds to calls and complaints from residents and businesses.
• Oversees compliance with discharge permits, conducts inspec�on of local industries for
compliance with federal and state environmental regula�ons.
• Advises and confers with supervisor concerning division opera�ng condi�ons and needs.
• Conducts plant tours and speaks to interested groups on principles of wastewater
treatment.
• Generates monthly monitoring reports for review and submital to the Iowa Department
of Natural Resources.
• Assists in the development of budget requests and division goals, monitors budget
expenditures, approves purchases.
• U�lizes computer to create documents, reports, and correspondence, manage workflow
approvals, and to manage division �me entry and payroll.
• Resolves contract disputes and vendor and construc�on issues.
• Develops bids and requests for proposals individually and with vendors, engineers, and
architects.
• Assists with long term strategic planning of resources and staff.
• Atends division and departmental mee�ngs.

Department Natural Resources.
• Atends division and departmental mee�ngs.
• Reviews collec�on systems, engineering plans and preventa�ve and correc�ve
maintenance programs.
• Creates proposals and documenta�on.
• Prepares opera�on and maintenance manual for process controls, improvements, and
operator training.
• Oversees safety and injury preven�on and quality control.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and one year of related
experience; or five years of related experience and/or equivalent combination of
education and experience. Experience in wastewater treatment operations.
• State of Iowa DNR Grade IV Wastewater Treatment Plant Operator cer�ficate. National
Incident Management System Training ICS 100, ICS 200, IS 700, IS 800, ICS 300 within two years
of hire. Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18
years of age. Must live within 25 miles of the corporate limits of Iowa City, Iowa within
one year of appointment to the posi�on. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and two years of related
experience; or six years of related experience and/or equivalent combination of
education and experience.
Knowledge, Skills, and Abili�es
• Ability to apply concepts such as frac�ons, percentages, ra�os, and propor�ons to
prac�cal situa�ons.
• Ability to effec�vely present informa�on and respond to ques�ons from groups of
managers, clients, customers, and the general public.
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or
schedule form.
• Ability to operate office and industrial computer systems.
• Ability to perform mathema�cal calcula�ons necessary to perform du�es.
• Ability to read and interpret blueprints, technical manuals, research journals,
government regula�ons, and other writen materials.
• Ability to reliably and predictably carry out du�es.
• Ability to solve prac�cal problems and deal with a variety of concrete variables in
situa�ons where only limited standardiza�on exists.
• Ability to work with mathema�cal concepts such as probability and sta�s�cal inference.

• Ability to write reports, business correspondence, and procedure manuals.
• Knowledge of federal and state environmental and safety regula�ons.
• Knowledge of microbiology, chemistry, environmental engineering, biological and
chemical research methods, and basic electrical engineering.
• Skill in observing, evalua�ng, monitoring, and oral and writen communica�on.
• Skill in the opera�on of the tools, materials and equipment used in the opera�on,
maintenance and repair of wastewater collec�on systems.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook) and Munis and Kronos.
Supervision
Involves leadership role such as regularly guiding, training, and providing direction to
permanent staff in completing daily tasks and assignments. May perform additional supervisory
duties at the direction of the Department or Division Head to include disciplinary action,
assisting with hiring or firing, and writing or delivering performance reviews.

and ability to adjust focus.

is occasionally exposed to outside weather conditions, dampness, direct sunlight, dust, pollen,
insect stings, animals, and communicable diseases. The noise level in the work environment is
usually loud. Involves some exposure to stress due to the work environment and/or crisis
situations.
