HomeMy WebLinkAboutAssistant Superintendent - WaterUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Assistant Superintendent – Water Department: Public Works Division: Water Supervisor: Water Superintendent FLSA: Exempt Civil Service: Yes Pay Grade: 27 Job Number: 2704 Job Summary Assists with the planning, direc�ng, coordina�ng and supervising the opera�on and maintenance of the surface water plant in order to assure compliance with all state and federal environmental and safety regula�ons. Assists with the planning and direc�ng of customer service ac�vi�es. Assists with the planning and direc�ng of water distribu�on ac�vi�es. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Assists with the planning, direc�ng, and coordina�ng of the opera�on and maintenance of water plant, distribu�on system and customer service ac�vi�es. • Assures the compliance of City Water division with local, state, and federal safety, environmental and personnel policies and standards. • Prepares and manages the prepara�on of records and reports rela�ng to water system opera�ons including treatment, distribu�on, and customer service. • Assists in the development and implementa�on of budget requests and goals. • Communicates division goals and objec�ves to staff members. • Administers the purchasing of opera�on and maintenance equipment and reviews division expenditures to comply with budgetary constraints. • Works with organiza�on departments and contractors on engineering projects and bids in review of development, compliance, and oversight. • Plans and manages special work projects. • Inspects water treatment facili�es and distribu�on system. • Creates and implements staff policies, procedures, evalua�ons, disciplinary ac�vi�es, and training. • Works with division staff to create quality communica�on with water customers, the general public and other City departments. • Assists in project development, analysis and evalua�on of treatment plant and distribu�on system facili�es. • Assigns workload and evaluates progress. • Evaluates equipment performance. Updated: March 2024 • Works with water division and outside contractors to resolve technical problems and correc�ve ac�on. • Acts as division head in absence of the Water Superintendent. • Researches, evaluates and resolves technical, mechanical, ethical and personnel issues. • Researches and implements cost saving measures. • Works on special projects such as warran�es of equipment, communica�ng with contractors what problems might be arising; construc�on project for underground storage reservoir, upgrading drive motors and pumps. • Acts as chairperson of division safety commitee and manages safety program. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. Degree in Civil or Environmental Engineering, Mechanical Engineering, Environmental Science, or related. Experience in water treatment at Grade III or higher. • State of Iowa DNR Grade III Water Treatment and Iowa DNR Grade III Water Distribu�on cer�ficates. State of Iowa DNR Grade IV Water Treatment and Iowa DNR Grade IV Water Distribu�on Cer�ficates required within one year of hire. National Incident Management System Training ICS 100, ICS 200, IS 700, IS 800, ICS 300 within two years of hire. Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of age. Must live within 25 miles of the corporate limits of Iowa City, Iowa within one year of appointment to the posi�on. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and two years of related experience; or six years of related experience and/or equivalent combination of education and experience. Experience in surface water treatment with lime softening. Knowledge, Skills, and Abili�es • Ability to determine the nature and seriousness of system malfunc�ons and to determine remedial ac�ons. • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to maintain records and prepare clear and precise reports. • Ability to read and interpret technical materials including maps, contracts and specifica�ons, professional journals, technical procedures, or governmental regula�ons. • Ability to reliably and predictably carry out du�es. Updated: March 2024 • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to supervise the work of others, and team building. • Ability to work with mathema�cal concepts such as probability and sta�s�cal inference, and fundamentals of plane and solid geometry, ability to apply concepts such as frac�ons, percentages, ra�os, and propor�ons to prac�cal situa�ons. • Knowledge at advanced level of the principles, standard methods and prac�ces of the opera�on of a municipal water supply with surface and groundwater sources. • Knowledge of principles and prac�ces of supervision. • Knowledge of sample collec�on and analysis, knowledge of standard laboratory procedures, including bacteriological tests. • Knowledge of state and federal laws and regula�ons related to all aspects of water and water treatment. • Knowledge of the nature and types of chemicals used and their reac�ons in water treatment. • Knowledge of the occupa�onal hazards of water u�lity opera�on and necessary safety precau�ons, especially with regard to gasses such as chlorine and stray electrical currents. • Knowledge of the opera�on and maintenance of mechanical, electrical and metering equipment. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook) and SCADA systems. Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing daily tasks and assignments. May perform additional supervisory duties at the direction of the Department or Division Head to include disciplinary action, assisting with hiring or firing, and writing or delivering performance reviews.
