Job Summary
Along with the Director of Transporta�on Services, directs the opera�onal and personnel
ac�vi�es of the Transporta�on Services Department. Provides the public with a system of clean,
safe, and convenient transporta�on services, in a cost-effec�ve manner.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Assists in planning, direc�ng, coordina�ng, and supervising work ac�vi�es of
department staff, schedules vaca�ons, sick leave and other leaves, works with
opera�ons supervisors to direct ac�vi�es over all opera�onal areas.
• Assists in research and proposal of all service expansion.
• Monitors collec�on and handling of department revenues, collects and maintains
various opera�on sta�s�cs, compiles reports, reconciles receipts, coordinates monthly
permit sales program,
• Assists in prepara�on of department’s proposed budget, monitors approved
expenditures, prepares bids and requests for proposals for products and services.
• Assures compliance with American with Disabili�es Act.
• Represents the City in mee�ngs with the public, community groups and other
government agencies.
• Completes administra�ve paperwork in a �mely manner, including check requests,
payroll charges, invoices, and memos.
• Responds to and resolves inquiries, requests and complaints from the public, private
contractors, and outside agencies regarding City related policies and issues.
• Meets with federal and state elected officials related to current legisla�on or grant
requests.
• Reviews various performance factors, plans, coordinates and oversees with Director of
Transporta�on Services to improve financial performance and enhance short term and
long-term opera�ons, interacts with other departments, the City Manager and City
Council for purposes of managing and enhancing services.
• Manages City contracts with condo owners at Tower Place parking facility and renters at
Court Street Transporta�on Center.

Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on and three to five years of
related experience; or seven to nine years of related experience and/or equivalent
combina�on of educa�on and experience. Degree in Business Administra�on or related.
• Valid State of Iowa driver’s license with sa�sfactory driving record. Valid Iowa Class B
commercial driver's license with air brake and passenger endorsement required within
90 days of hire. Meet federal drug tes�ng requirements. A pre-employment drug screen.
Must be 18 years of age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on and six years of related
experience; or ten years of related experience and/or equivalent combina�on of
educa�on and experience. Experience in public transit administra�on.
Knowledge, Skills, and Abili�es
• Ability to analyze technical and sta�s�cal informa�on, research informa�on, and
formulate prac�cal plans and solu�ons to a problem.
• Ability to calculate figures and amounts such as discounts, interest, commissions,
propor�ons, and percentages.
• Ability to effec�vely present informa�on and respond to ques�ons from groups of
managers, clients, customers, and the general public.
• Ability to exercise sound judgment and discre�on when managing complex and sensi�ve
issues.
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or
schedule form.
• Ability to read and understand writen materials, maps and reports, professional
journals, technical procedures, or governmental regula�ons.
• Ability to reliably and predictably carry out du�es.
• Ability to setle disputes and deal effec�vely with the public.
• Ability to setle labor disputes and deal effec�vely with the public.
• Ability to solve prac�cal problems and deal with a variety of concrete variables in
situa�ons where only limited standardiza�on exists.
• Ability to supervise and mo�vate employees.
• Ability to write reports, business correspondence, and procedure manuals.
• Knowledge of City codes, union contracts and facility and equipment maintenance
procedures.
• Skill in team building.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook).

Supervision
Assists with the overall direction, coordination, and evaluation of a program function or unit for
the department. Carries out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include supervising direct reports including
interviewing, hiring, and training employees; planning, assigning, and directing work; writing
and delivering performance reviews; rewarding and disciplining employees; addressing
complaints and resolving problems; and terminating employees.
