Assists in prepara�on and review of the City's three-year financial plan. Monitors financial opera�ons throughout the fiscal year. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Assists in the prepara�on and analysis of opera�ng and capital improvement budgets and the City financial plan. • Monitors current year budgets, prepares, and reviews amendments and projects year end fund balances. • Maintains required computer programs and reports. • Performs financial analysis and research as assigned. • Communicates with project managers and reviews funding sources. • Performs compliance procedures with State of Iowa budget repor�ng requirements, prepares budget in state format. • Reviews department requested adjustments to the financial plan projec�ons. • Reviews and assigns account coding in coopera�on with accoun�ng. • Reconciles prior year budget system program totals. • Reconciles cash balance per general ledger and state format budget to actual report. • Reviews and monitors actual revenues and expenses in rela�on to current and future budgets. • Communicates with departments on classifica�on or budget issues. • Prepares intergovernmental contracts (state code sec�on 28E) billing and required budget projec�ons. • Develops and implements performance measures. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other related du�es as assigned. Updated: March 2024 Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on; or four years of related experience and/or equivalent combina�on of educa�on and experience. Degree and experience in Accoun�ng. • Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and one year of experience; or five years of related experience and/or equivalent combina�on of educa�on and experience. Experience in governmental accoun�ng. Knowledge, Skills, and Abili�es • Ability to apply concepts of basic algebra and geometry. • Ability to calculate figures and amounts such as discounts, interest, commissions, propor�ons, percentages, ability to develop and present mathema�cal and sta�s�cal informa�on. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to manipulate and extract computerized data for research analysis. • Ability to perform financial analysis opera�ons and make appropriate recommenda�ons. • Ability to read and understand financial informa�on, reports, journals, and government regula�ons. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to speak effec�vely before groups of customers or employees of organiza�on. • Ability to write rou�ne reports and correspondence. • Knowledge of government accoun�ng principles and methods. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook) and financial management so�ware.
