HomeMy WebLinkAboutBuilding Inspector IIUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Building Inspector II Department: Neighborhood & Development Services Division: Development Services Supervisor: Senior Building Inspector FLSA: Non-Exempt Civil Service: Yes Pay Grade: 14 Job Number: 1417 Job Summary Under general direc�on, performs field inspec�ons of all commercial, industrial, ins�tu�onal, and residen�al structures for compliance with related codes and regula�ons. Prescribes ac�on for conformance to codes and standards. Provides technical exper�se in assigned func�onal areas and assists in the training of Building Inspectors. Assists in the planning and implementa�on of owner-occupied and rental housing rehabilita�on programs. Incumbents are fully competent and expected to perform combina�on inspec�ons involving all of the specialty areas outlined under Building Inspector I. Incumbents exercise independent judgment and make sound recommenda�ons based on inspec�on findings. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Schedules, conducts and performs field inspec�ons related to commercial, industrial, ins�tu�onal and residen�al structures for compliance with codes and regula�ons. • Assists other building inspectors with inspec�on of complex commercial and residen�al structures. • Reviews construc�on plans for code compliance. • Provides plan review for more complex projects and proposed commercial and industrial buildings of all types to ascertain their compliance with building code, fire safety and structural design. • No�fies project designers and permit applicants of defects or omissions in building construc�on plans and follows up to ensure that plans are corrected prior to permit issuance and construc�on. • Issues verbal and writen orders for correc�on of code viola�ons shown on submited plans. • Reviews applica�ons for compliance; issues building, electrical, plumbing, and mechanical permits and collects fees. • Issues and tracks licenses for plumbers, electricians, mechanical, fire alarm and fire sprinkler contractors. Updated: March 2024 • Meets with building owners, tenants, contractors, developers, architects, the general public and homeowners to answer ques�ons concerning code requirements, including pre-design mee�ngs. • Iden�fies non-compliance issues associated with specifica�ons and the inspected buildings and informs appropriate par�es of lack of compliance with City standards; works with other inspectors and City staff regarding compliance issues and interpreta�on. • Schedules and meets with design professionals, contractors and owners to help facilitate projects through the submital and approval process. • Troubleshoots issues with inspec�on so�ware and assists applicants in naviga�ng the online permi�ng process. • Meets with Housing Inspectors, Legal, Planning and Engineering departments to answer ques�ons or resolve problems with different proper�es. • Assists Senior Building Inspector in scheduling and monitoring quality of inspec�ons. • Works closely with the Senior Inspector to provide training of Building Inspectors in a classroom se�ng and in the field. • Consults with other local, state and federal agencies as necessary for accurate interpreta�on and applica�on of relevant codes and regula�ons governing building construc�on. • Prepares staff analysis write-ups and makes presenta�ons on code interpreta�ons and alternate methods and applicability of the code. • Assists with the evalua�on of alterna�ve materials and methods of construc�on. • Develops summary of code interpreta�ons and maintains Code Interpreta�on Manual. • May represent the City during legal proceedings dealing with building safety codes i.e., li�ga�on, deposi�ons, municipal court, etc. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. Experience as a building inspector in a governmental jurisdiction. • Interna�onal Code Council Combina�on Plans Examiner (C3) cer�fica�on, or Residen�al Combina�on Inspector (R5), or Commercial Combina�on Inspector (C5). Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and two years of related experience; or six years of related experience and/or equivalent combination of education and experience. Experience in construction/building trades. Updated: March 2024 • Interna�onal Code Council Combina�on Inspector (C8) cer�fica�on, or within 12 months. Knowledge, Skills, and Abili�es • Ability to apply concepts of basic algebra and geometry. • Ability to calculate figures and amounts such as discounts, interest, commissions, propor�ons, percentages, area, circumference, and volume. • Ability to deal with upset customers and to explain code interpreta�on in a calm and understandable manner to the public. • Ability to detect defec�ve materials and workmanship and work well in a team environment. • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to perform mathema�cal func�ons in order to review contractor compliance with standards. • Ability to read and interpret plans and specifica�ons, blueprints, easement documents, design manuals and textbooks, general business periodicals, professional journals, technical procedures, or governmental regula�ons. • Ability to record concise field notes and report progress. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge of federal, state and local regula�ons and codes related to building construc�on. • Knowledge of materials, methods and prac�ces used in building construc�on. • Skill in the use of a variety of machines, including copiers, scanners and facsimile machines. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook).
