Job Summary
Under general direc�on, provides and promotes effec�ve procurement of equipment, materials
and services through research, specifica�ons, evalua�on, writen reports and contracts.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Researches and evaluates a variety of exis�ng and proposed equipment, products and
services.
• Prepares detailed writen reports, recommenda�ons and support data for presenta�on
to the Purchasing Agent and other appropriate par�es.
• Develops, researches, and writes specifica�ons and issues requests for proposals and
bids.
• Updates established bids prior to release.
• Receives and evaluates proposals for completeness, provides guidance to evalua�on
commitee, and facilitates vendor communica�on and interviews.
• Contacts vendors to no�fy them of newly posted bids and request for proposals;
provides essen�al informa�on regarding dates of bid closings and mandatory mee�ngs.
• Performs contract administra�on, Council resolu�ons, develops and amends contracts,
assures contract compliance, product and vendor performance and warranty protec�on.
• Reads and reviews responses to request for proposals with a commitee and follows up
with ques�ons and requests for presenta�ons.
• Coordinates major purchases with suppliers, City staff and other agencies.
• Resolves issues that may arise through research and provides informa�on.
• Assists in the update of the City's writen procurement policies and procedures.
• Provides informa�on, training and assistance to City employees, intergovernmental
agencies, contractors, vendors and the general public regarding various City
procurement policies, procedures, purchase agreements, and procurement card
program.
• Advises Purchasing Coordinator and City staff on changes in regula�ons, market
condi�ons and other developments affec�ng equipment, products and services.

• Assists internal customers with the delivery of purchases, informal quotes and opera�on
of small office equipment according to guidelines.
• Works with legal staff regarding contractual language and contract issues.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs all other related du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Associate’s degree from an accredited educa�onal ins�tu�on and one year of related
experience; or three years of related experience and/or equivalent combina�on of
educa�on and experience.
• Cer�fica�on in Public Purchasing (CPPB) from Universal Public Procurement Cer�fica�on
Council required once eligible. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on; or four years of related
experience and/or equivalent combina�on of educa�on and experience. Experience in
purchasing or related.
Knowledge, Skills, and Abili�es
• Ability to apply common sense understanding to carry out instruc�ons furnished in
writen, oral, or diagram form.
• Ability to conduct independent research and prepare detailed analysis, proposals, and
projec�ons.
• Ability to deal with problems involving several concrete variables in standardized
situa�ons.
• Ability to effectively present information and respond to questions from groups of
managers, clients, agencies, vendors, contractors, customers, and the general public.
• Ability to operate standard office equipment and an automated teller machine.
• Ability to perform advanced mathema�cal computa�ons related to life cycle cos�ng,
value analysis, budget projec�ons, and data comparison.
• Ability to read, interpret, write and present detailed specifica�ons, proposals, legal
contracts, market informa�on, government regula�ons, and technical data.
• Ability to reliably and predictably carry out du�es.
• Knowledge of federal, state and local regula�ons, standards and prac�ces, related to
procurement.
• Knowledge of inventory control procedures.
• Knowledge of records management, municipal accoun�ng and budge�ng.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook).
• Skills in nego�a�ng price, service and other contract terms, in media�ng disputes
between the City and contractors, and in ensuring contract compliance.
