HomeMy WebLinkAboutClimate Action CoordinatorUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Climate Ac�on Coordinator Department: City Manager’s Office Division: Office of Climate Ac�on & Outreach Supervisor: City Manager FLSA: Exempt Civil Service: No Pay Grade: 29 Job Number: 2915 Job Summary Under direc�on of the City Manager, develops, implements, promotes, analyzes and coordinates City and community climate ac�on programs and projects including carbon emissions reduc�on ac�vi�es, energy efficiency programs, conserva�on and community climate ac�on educa�on efforts. Provides technical assistance for climate ac�on and environmental programs to other divisions, departments, and the community. Staffs the Climate Ac�on Commission. Essen�al Job Du�es and Responsibili�es: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Serves as advisor to the City Manager on climate ac�on and adapta�on issues within the City. • Plans, organizes, directs and evaluates Climate Ac�on & Outreach Office opera�ons. • Implements the City’s Climate Ac�on & Adapta�on Plan and related plans and reports, and greenhouse gas reduc�on programs through administra�on and coordina�on of climate ac�on ac�vi�es among City departments, City Council, Climate Ac�on Commission, external agencies and partners, community organiza�ons, residents and businesses. • Serves as staff support and advisement to the Climate Ac�on Commission, preparing minutes and agenda packets and providing access to City informa�on and resources. • Reports on progress of emission reduc�ons and climate ac�ons to Commission, City Council and the community; develops and coordinates updates to other repor�ng tools as necessary; completes regulatory reports and assessments. • Establishes and promotes coopera�ve and strategic working rela�onships with outside agencies, organiza�ons and community groups to further climate ac�on ini�a�ves. • Establishes, advises and coordinates City and community work groups to develop ac�on plans to reduce energy consump�on and emissions. • Par�cipates in community and regional commitees to promote community rela�ons and connect City ini�a�ves with community issues. Updated: March 2024 • Provides technical assistance and conducts research on policies, programs and ini�a�ves; proposes policy guidelines and assists other City departments or partners with monitoring progress. • Prepares annual climate ac�on budget, monitors expenditures and iden�fies and pursues grants or other strategic funding opportuni�es. • Responds to media inquiries; provides informa�on and referrals to the general public regarding energy efficiency/renewable energy, transporta�on op�ons, and greenhouse gas reduc�on strategies. • Prepares and delivers presenta�ons about climate ac�on, energy efficiency/renewable energy, greenhouse gas reduc�on ac�vi�es and other ini�a�ves to community organiza�ons and City Council. • Mo�vates City departments and divisions and community stakeholders to take ownership of climate ac�on progress, greenhouse gas emissions reduc�on, natural gas and electricity usage, and buildings and transporta�on system efficiency. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other related du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and two years of related experience; or six years of related experience and/or equivalent combina�on of educa�on and experience. Degree in Environmental Policy or Studies, Urban Planning, Public Administra�on or Policy, or related. Experience in project coordina�on and management in climate ac�on or sustainability-related ini�a�ves. • Valid State of Iowa driver’s license with sa�sfactory driving record required. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and three to five years of related experience; or seven years of related experience and/or equivalent combina�on of educa�on and experience. Interdisciplinary background and experience in municipal government opera�ons. Supervisory experience. • LEED, AICP, CCP or similar preferred. Knowledge, Skills, and Abili�es • Ability to analyze technical and sta�s�cal informa�on and formulate prac�cal plans and solu�ons to a problem. • Ability to build posi�ve and inclusive rela�onships with persons of varying backgrounds, knowledge, and abili�es. • Ability to develop and present mathema�cal budget informa�on and cost es�mates. • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. Updated: March 2024 • Ability to establish effec�ve working rela�onships with elected officials, state and local government staff, local businesses, and other professionals. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to read and interpret specialized reports and grant applica�on rules, professional and technical reports, or government regula�ons. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge at a technical level in one or more relevant sectors: greenhouse gas science, building systems and construc�on, u�lity structure, transporta�on, waste, natural environment, resilience, or social sciences. • Skill in oral and writen communica�on and organizing informa�on. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook). Supervision Assists with the overall direc�on, coordina�on, and evalua�on of a program func�on or unit for the department. Carries out supervisory responsibili�es in accordance with the organiza�on's policies and applicable laws. Responsibili�es include supervising direct reports including interviewing, hiring, and training employees; planning, assigning, and direc�ng work; wri�ng and delivering performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems; and termina�ng employees.
