HomeMy WebLinkAboutCommunity Service Officer - Station MasterUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Community Service Officer - Sta�on Master Department: Police Division: Support Services Supervisor: Support Services Supervisor FLSA: Non-Exempt Civil Service: Yes Pay Grade: 6 Job Number: 0601 Job Summary Under general direc�on, receives, records and disseminates emergency and non-emergency calls for service from the public in person and on rou�ne phone lines. Communicates informa�on to police, fire and ambulance personnel via two-way radio. Assists the general public with non-emergency services at the front desk of the Police Department. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Provides customer service and acts as first point of contact for the Police Department for walk-in residents. • Takes and routes messages, dispatches non-emergency calls, answers radio, answers ques�ons for the public by providing factual informa�on, handles inquiries and complaints from walk-in residents. • Researches and provides data to Police Officers regarding such maters as arrest records, outstanding warrants and the like; uses IDOT/NCIC to check for driver's license informa�on, registra�ons, criminal histories and administra�ve messages; enters warrants, missing persons and stolen ar�cles including guns and vehicles. • Enters complaints into CAD system, relays informa�on to the Johnson County Joint Communica�ons Center for dispatch for police, fire and ambulance. • Enters informa�on on the computer aided dispatch system including incidents, tows, stolen vehicles/ar�cles, wanted/missing persons and �ckets. • Enters informa�on on arrest dockets, tow entries, house watches, bicycle registra�ons, and into computer system. • Completes minor crime and non-ac�on field reports as assigned. • Assists departmental personnel in the performance of their du�es as requested. • Tes�fies in court when needed. • Monitors the radio/alarms for the City and Na�onal Crime Informa�on Center at all �mes. • Monitors video cameras and alarm systems at Civic Center, elevator alarms, tower site alarms and contacts appropriate par�es. Updated: March 2024 • Obtains, sends, monitors and follows the progression of informa�on regarding licenses, registra�ons, records checks, warrant entries, wanted/missing persons, stolen vehicles/ar�cles, criminal histories, Amber Alerts, severe weather informa�on, administra�ve messages and other law enforcement informa�on. • Provides informa�on in accordance with prescribed policies and regula�ons and obtains informa�on regarding calls for service. • Contacts appropriate par�es such as power companies, business owners, road crews, etc. to respond to scenes. • Operates and maintains a City wide paging system. • Sends impound leters, releases paperwork/tow slips to owners accepts payments for parking fines, maintains impound records. • Answers CrimeStoppers Line and generates �p reports. • Maintains and updates business contact lists and house watch lists. • Checks Iowa Courts Online for disposi�ons to specific cases related to confiscated driver's licenses and destroys them when the charges have disposi�ons. • Assists in the training of new permanent and hourly Sta�on Masters. • Performs Terminal Agency Coordinator du�es which include: assuring department members are current on NCIC cer�fica�on, assuring warrant valida�ons are complete and assis�ng with Iowa/NCIC audits. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • High school educa�on or G.E.D. and seven to twelve months of related experience or training; or equivalent combina�on of educa�on and experience. Experience in customer service and computer use. • Cardiopulmonary resuscita�on and automated external defibrillator cer�fica�on within one year of hire. Na�onal Crime Informa�on Center Cer�fica�on within six months of hire. Notary Public required within one year of hire. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • High school diploma or G.E.D. and one year of related experience or training; or equivalent combina�on of educa�on and experience. Experience in law enforcement or emergency dispatch. Knowledge, Skills, and Abili�es • Ability to acquire an adequate working knowledge of the emergency communica�ons dispatch system. • Ability to add, subtract, mul�ply, and divide in all units of measure, using whole numbers, common frac�ons, and decimals. Updated: March 2024 • Ability to apply common sense understanding to carry out instruc�ons furnished in writen, oral, or diagram form. • Ability to compute rate, ra�o, and percent. • Ability to deal with problems involving several concrete variables in standardized situa�ons. • Ability to effec�vely present informa�on in one-on-one and small group situa�ons to customers, clients, and other employees of the organiza�on. • Ability to handle, accurately count and deposit large sums of currency. • Ability to handle, package and transport fragile, expensive and irreplaceable evidence/seized property so as to maintain the integrity, value and chain of custody of these items. • Ability to operate police radio and police vehicles. • Ability to operate emergency communica�on equipment in dispatch center. • Ability to organize evidence/seized property using current storage procedures, protocols and computer programs. • Ability to read and understand writen materials, maps, and street signs in order to record work ac�vi�es, keep records, or work with a computer. • Ability to reliably and predictably carry out du�es. • Ability to write rou�ne reports and correspondence. • Knowledge of City street loca�ons, parking and traffic regula�ons. • Knowledge of department evidence/seized property protocols. • Knowledge of department’s records management system. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook). • Skill in using tools and equipment used in minor auto modifica�ons.
