HomeMy WebLinkAboutCommunity Service OfficerUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Community Service Officer Department: Police Division: Field Opera�ons Supervisor: Patrol Watch Supervisor FLSA: Non-Exempt Civil Service: Yes Pay Grade: 6 Job Number: 0603 Job Summary Under general direc�on, assists the public and department personnel with parking enforcement, traffic direc�on, animal services, and non-emergency services; assists with Sta�on Master du�es. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Provides excellent customer service. • Enforces parking regula�ons via rou�ne patrol and issues �ckets for parking viola�ons. • Assists the general public with non-emergency services such as stalled vehicles, direc�ons, tow truck service and vehicle unlocks for emergency incidents only. • Answers complaints and provides general informa�on regarding City services. • Assists stranded motorists. • Directs traffic at traffic emergency sites, special func�ons or at fixed post. • Moves and sets up radar trailer at various loca�ons. • Collects stray and wild animals and transports animals to the appropriate loca�on. • Dispatches informa�on to police, fire and ambulance personnel via two-way radio. • Assists department personnel in the impounding and storage of vehicles. • Completes minor crime and non-ac�on field reports, as assigned. • Picks up and releases bicycles and other property that is abandoned, found or stolen. • Assists departmental personnel in the performance of their du�es, as requested including transpor�ng vehicles for maintenance, repor�ng faulty traffic signals and hazard condi�ons and assists with Sta�on Master du�es. • Subs�tutes in absence of Crossing Guards. • Conducts fingerprin�ng. • Assists with inventory of equipment and supplies and resupplying vehicles for readiness (AEDS, medical kits, insurance, fire ex�nguishers). • Provides court and messenger services and performs other miscellaneous clerical and delivery du�es. • Provides credible tes�mony when needed. Minimum Education, Experience, Certification/Licensure, Other • High school educa�on or G.E.D. and seven to twelve months of related experience or training; or equivalent combina�on of educa�on and experience. Experience in customer service and computer use. • Cardiopulmonary resuscita�on and automated external defibrillator cer�fica�on within one year of hire. Na�onal Crime Informa�on Center Cer�fica�on within six months of hire. Valid State of Iowa driver's license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • High school diploma or G.E.D. and one year of related experience or training; or equivalent combina�on of educa�on and experience. Experience in law enforcement or emergency dispatch. Knowledge, Skills, and Abili�es • Ability to acquire an adequate working knowledge of the emergency communica�ons dispatch system. • Ability to add, subtract, mul�ply, and divide in all units of measure, using whole numbers, common frac�ons, and decimals. • Ability to apply common sense understanding to carry out detailed but uninvolved writen or oral instruc�ons. • Ability to compute rate, ra�o, and percent. • Ability to deal with problems involving a few concrete variables in standardized situa�ons. • Ability to effec�vely present informa�on in one-on-one and small group situa�ons to customers, clients, and other employees of the organiza�on. • Ability to operate police radio and police vehicles. • Ability to operate emergency communica�on equipment in dispatch center. • Ability to read and understand writen materials, maps, and street signs in order to record work ac�vi�es, keep records, or work with a computer. • Ability to reliably and predictably carry out du�es. • Ability to write simple correspondence. • Knowledge of City street loca�ons, parking and traffic regula�ons. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook). • Skill in using tools and equipment used in minor auto modifica�ons.
