HomeMy WebLinkAboutConstruction Inspector IIUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Construc�on Inspector II Department: Public Works Division: Engineering Supervisor: City Engineer FLSA: Non-Exempt Civil Service: Yes Pay Grade: 12 Job Number: 1201 Job Summary Under general direc�on, conducts on-site inspec�ons of Public Works projects and subdivision improvements including materials tes�ng, recordkeeping, and prepara�on of pay es�mates. Prescribes ac�on for conformance to code and standards. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Conducts on-site inspec�ons of construc�on projects including storm sewers, water mains, sanitary sewers, paving, sidewalks, and soil erosion control measures and ensures project compliance with City codes and ordinances. • Works with geotechnical consultants on field tests. • Iden�fies noncompliance issues associated with specifica�ons and the inspected construc�on areas and informs appropriate par�es of lack of compliance with City standards. • Iden�fies construc�on plan requirements needing adjustments to meet field condi�ons; coordinates these adjustments with contractor and project engineer. • Compiles extensive field notes detailing inspec�on projects and reports progress including daily quan�ty of work completed; prepares necessary documents and paperwork for federal project compliance; tracks billings for inspec�on hours, maintains files and reports. • Par�cipates in plan review and cost es�ma�ng. • Performs dra�ing work as needed, including record drawings of completed projects. • Prepares pay es�mates, conducts material tests and approves or disapproves alternate construc�on methods. • Makes on site decisions involving subgrade repair, PCC removal, pipe grade and alignment, etc. • Meets and communicates daily with contractors and engineers regarding Engineering projects. • Designs and prepares plans, specifica�ons, and cost es�mates for basic Public Works projects. • Responds to ques�ons and complaints from the public. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and one year of related experience; or three years of related experience and/or equivalent combination of education and experience. Experience in construction inspection or related field. • Valid State of Iowa driver's license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. • State of Iowa Department of Transporta�on cer�fica�ons in Level 1 and 2 Aggregate, Level 1 PCC and Level 1 HMA. Knowledge, Skills, and Abili�es • Ability to detect defec�ve materials and workmanship. • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, City staff, and the general public. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to perform mathema�cal func�ons in order to review contractor compliance with standards. • Ability to read and interpret plans, specifica�ons, blueprints, easement documents, design manuals, pay es�mates, technical informa�on, or government regula�ons. • Ability to record concise field notes and report progress. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge of asphalt, concrete, soils and erosion control. • Knowledge of civil engineering principles. • Knowledge of construc�on methods, materials, plans and specifica�ons. • Knowledge of surveying methods. • Skill in dra�ing, surveying, and design. • Skill in the use of a variety of machines, including personal computers, air meter and slump cone. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook) and various engineering design so�ware.
