Job Summary
Provides informa�on, guidance and assistance to the general public rela�ve to land use
regula�ons and municipal code requirements for Iowa City. Inves�gates reports of poten�al
code viola�ons and follows up confirmed viola�ons to ensure ci�zen compliance with City code
requirements.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Responds to ques�ons and provides informa�on to the public, City staff and
governmental agencies to assist them in understanding building, zoning, and housing
regula�ons.
• Receives and inves�gates complaints regarding zoning and subdivision code viola�ons.
follows up confirmed viola�ons with correspondence, phone calls and court ac�on, as
needed.
• Assists in scheduling inspec�ons for Building Inspectors.
• Maintains complete and accurate records on all code viola�ons and court decisions;
maintains document database for all building and complaint cases.
• Receives, reviews, and administers a variety of building, zoning, and subdivision permits
or cases; receives and records fees and issues permits.
• Issues and tracks sign erector licenses.
• Maintains and produces monthly and yearly building permit sta�s�cs.
• Assists in coordina�ng and implemen�ng new procedures designed to improve division
office opera�ons; prepares and submits documents, handouts, memos for public or staff
outlining new or revised procedures to the Neighborhood & Development Services
Director for approval.
• Prepares evidence in support of legal ac�ons taken by the City; appears in court as
necessary; tes�fies at hearings and in court proceedings as required.
• Prepares a variety of writen reports, memos and correspondence.
• Assist in the dra�ing of zoning and subdivision amendments to the City Code.
• Patrols assigned areas in a City vehicle to iden�fy and evaluate problem areas and/or
ordinance viola�ons; determines proper method to resolve viola�ons.

• Maintains and monitors licensing inspec�ons for approving liquor licenses.
• Acts as minute taker for Board of Appeals; submits approved minutes to City Council.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Associate’s degree from an accredited educational institution and one year of related
experience; or three years of related experience and/or equivalent combination of
education and experience.
• Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of
age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution; or four years of related
experience and/or equivalent combination of education and experience.
• Certification by the International Code Council (ICC) as Permit Technician (T6).
Knowledge, Skills, and Abili�es
• Ability to apply common sense understanding to carry out instruc�ons furnished in
writen, oral, or diagram form.
• Ability to calculate figures and amounts such as discounts, interest, commissions,
propor�ons, percentages, and area.
• Ability to deal with problems involving several concrete variables in standardized
situa�ons.
• Ability to effec�vely present informa�on and respond to ques�ons from groups of
managers, clients, customers, and the general public.
• Ability to perform basic mathema�cal computa�ons, calculate bid tabula�ons and
perform feasibility analysis.
• Ability to read and understand federal, state, and local regula�ons and program
procedures, professional journals, technical procedures, or governmental regula�ons.
• Ability to reliably and predictably carry out du�es.
• Ability to write manuals, correspondence and bid specifica�ons, reports, and business
correspondence.
• Knowledge of applicable federal, state and local housing regula�ons and codes, including
the Iowa City Housing Code, Uniform Building Code, Iowa City zoning code, Americans
with Disabili�es Act, and Lead-Based Paint Preven�on requirements.
• Knowledge of construc�on methods and materials and related hazards.
• Skill in evalua�ng housing condi�ons.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook) and ability to troubleshoot computer and so�ware problems.
