Researches, compiles, analyzes, and reports demographic and economic data. Maintains rela�onships with the local business community including effec�vely collabora�vely with business, community and tourism organiza�ons as well as Self-Supported Municipal Improvement Districts. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Works with the Greater Iowa City, Inc., Think Iowa City, local Self Supported Municipal Improvement Districts, the University of Iowa and others in promo�ng the City as a viable business loca�on. • Represents the City’s economic development efforts and policies to the business community, other levels of government and the general public. • Assists developers and prospec�ve companies with commercial and industrial development projects. • Advises the City Council and appropriate boards and commissions regarding economic development projects and reports findings and recommenda�ons documented in staff reports. • Provides regular staff support to the City Council Economic Development Commitee. • Compiles and maintains economic indicators to aid in local decision-making and tracking of progress toward established City goals. • Researches and analyzes various study assignments including market area analysis, fiscal impact analysis, economic base analysis, and popula�on es�ma�ons and projec�ons and prepares writen reports. • Recommends measures regarding economic development projects and proposals and ensures compliance with City economic development principles. • Prepares grant applica�ons and other planning documents related to economic development. Monitors grant award agreements when applicable. • Provides regular staff support to the Public Arts Advisory Commitee. • Leads analysis on requests for public financing. Updated: March 2024 • Leads development of incen�ve programs, such as Tax Increment Financing (TIF), tax abatement and grant programs, monitors and tracks ac�vity. • Responds to special requests for informa�on from the public and answers inquiries regarding demographic and economic data and available economic development programs. • Assists other City staff with projects requiring demographic and economic data. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs all other related du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and three to five years of related experience; or seven to nine years of related experience and/or equivalent combina�on of educa�on and experience. Degree in Business, Community Development/Planning, Public Administra�on or related. Experience in business, economic development, community development, or related. • Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and six years of related experience; or ten years of related experience and/or equivalent combina�on of educa�on and experience. Knowledge, Skills, and Abili�es • Ability to analyze and cri�que plans and financial informa�on and formulate and present technical reports. • Ability to apply concepts such as frac�ons, percentages, ra�os, and propor�ons to prac�cal situa�ons. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to develop and present mathema�cal budget informa�on. • Ability to effec�vely communicate, both orally and in wri�ng, to residents, the City Council and employees. • Ability to interpret an extensive variety of technical instruc�ons in mathema�cal or diagram form and deal with several abstract and concrete variables. • Ability to read and understand technical materials, financial reports, legal agreements and documents, reports and journals and prepare administra�ve documents. • Ability to reliably and predictably carry out du�es. • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. • Ability to work with mathema�cal concepts such as probability and sta�s�cal inference. • Knowledge of development process and local government opera�ons. • Knowledge of economic development programs and analysis techniques. Updated: March 2024 • Knowledge of principles and prac�ces of economic development, business, and public administra�on. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook). Supervision No supervision of direct reports.
