HomeMy WebLinkAboutEquipment SuperintendentUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Equipment Superintendent Department: Public Works Division: Equipment Supervisor: Public Works Director FLSA: Exempt Civil Service: No Pay Grade: 30 Job Number: 3015 Job Summary Manages the opera�onal, financial and personnel ac�vi�es of the Equipment Division. Administers all phases of the motor vehicle and equipment fleet opera�on for the City, including concep�on to grave management of vehicles and equipment, vehicle support, and the support of other City departments using vehicles and equipment. Administers fueling opera�ons and billing for the City, County and School District fleets. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Prepares specifica�ons for and procures the purchase of vehicles, equipment and services (excluding transit buses). • Prepares and maintains procedures for disposal of surplus vehicles and equipment. • Reviews products and services and confers with vendors and users. • Develops budget and goals for the Equipment division, reviews and approves purchase orders and opera�ng expenditures for the Equipment division. • Recommends vehicle and equipment opera�on, replacement and repair budgets for other City departments and divisions, including equipment asset management and fuel system control. • Plans for intermediate and long-term department and City-wide equipment and vehicle needs as well as support. • Reviews, selects and evaluates computer opera�ons and procedures for the Equipment division. • Assures compliance with local, state and federal laws, regula�ons and standards including IDOT, DOT, DNR, EPA regula�ons for spill preven�on and State regula�ons for underground storage tanks. • Evaluates the use, condi�on and opera�ng costs of vehicles and equipment for replacement. • Develops and implements opera�ng procedures and rules for the Equipment division. • Reviews, updates, and maintains the City’s Fleet Policy. • Requests, assigns, and reviews the work ac�vi�es of support staff. Updated: March 2024 • Serves as Logis�cs Sec�on Chief in the Na�onal Incident Management System (NIMS) and Incident Command Systems (ICS) or other roles as assigned. • Reviews statements of charges to other City departments. • Responsible for division safety and safety policies and training and development of division staff. • Manages the City’s non-emergency radio system. • Works with the City Clerk’s office to coordinate the City’s taxi inspec�on and licensing. • Atends department mee�ngs. • Receives customer calls and complaints and responds appropriately to ensure customer sa�sfac�on. • Meets with division/department heads regarding needs, promotes sustainability for new equipment purchases. • Serves as Ac�ng Public Works Director when assigned. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and three to five years of related experience; or seven to nine years of related experience and/or equivalent combination of education and experience. Degree in Automotive/Diesel Mechanics. Experience in vehicle/equipment maintenance operations. • Class A Underground Storage Tank Operator cer�fica�on within one year of hire. National Incident Management System Training ICS 100, ICS 200, IS 700, IS 800, ICS 300, ICS 400 within two years of hire. Sa�sfactory driving record. Valid State of Iowa commercial driver’s license instruc�on permit upon first day in posi�on. Valid State of Iowa Class B commercial driver’s license with air brake endorsement within 6 months of hire. Meet federal drug tes�ng requirements. Requires a pre-employment drug screen. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and six years of related experience; or ten years of related experience and/or equivalent combination of education and experience. Supervisory experience. Knowledge, Skills, and Abili�es • Ability to apply common sense understanding to carry out detailed but uninvolved writen or oral instruc�ons. • Ability to deal with problems involving a few concrete variables in standardized situa�ons. • Ability to effec�vely supervise and mo�vate employees. Updated: March 2024 • Ability to read, measure and calculate types and sizes of materials needed for vehicle or equipment and repair and ability to reason amount of �me that will be use in the process. • Ability to reliably and predictably carry out du�es. • Ability to research and manage long term projects. • Ability to speak effec�vely before groups of customers or employees of organiza�on. • Ability to write rou�ne reports and correspondence. • Knowledge of City’s purchasing, financial and personnel policies. • Knowledge of financial documents and ability to manage and create budgets and financial reports. • Knowledge of municipal vehicle and equipment maintenance opera�ons and modern fleet management techniques. • Skill in the reading and prac�cal applica�on of manuals, technical procedures, government regula�ons, schema�cs, blueprints and other similar specifica�ons used by the City. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook) and maintenance, asset management, and equipment so�ware. Supervision Assists with the overall direction, coordination, and evaluation of a program function or unit for the department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising subordinate supervisors and direct reports include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
