HomeMy WebLinkAboutFamily Self-Sufficiency Program CoordinatorUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Family Self-Sufficiency Program Coordinator Department: Neighborhood & Development Services Division: Neighborhood Services Supervisor: Housing Administrator FLSA: Exempt Civil Service: Yes Pay Grade: 13 Job Number: 1314 Job Summary The Family Self-Sufficiency Coordinator provides administra�on of family self-sufficiency and resident opportunity and self-sufficiency programs and educa�on services to City Housing Authority program par�cipants to enhance employment and other self-sufficiency skills. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Designs and implements self-sufficiency program ac�vi�es for purposes of reducing dependence for housing assistance by program par�cipants in accordance with housing and urban development guidelines; enrolls new clients; works with clients to address and develop goals, barriers and referrals. • Administers all family self-sufficiency and resident opportunity and self-sufficiency program requirements, including marke�ng, public educa�on, recruitment, enrollment, oversight, documenta�on and prepara�on of all required reports. • Coordinates Program Coordina�ng Commitee and City Housing Authority ac�vi�es with other service providers to assure that program par�cipants are linked to the suppor�ve services they need to atain self-sufficiency. • Maintains networking contacts with community resources. • Budgets, leverages and manages special events budget, cash dona�ons from other en��es (financial ins�tu�ons, non-profit organiza�ons, service clubs, program coordina�ng commitee members, etc.) to finance program related workshops (credit repair, budge�ng, Money Smart, etc.). • Answers ques�ons concerning programs to persons calling in or walking into the City housing authority. • Works closely with housing authority staff for program referrals. • Assists in training student interns. • Develops and networks for community resources for achieving self-sufficiency; advocates and disseminates program informa�on to community at large, coali�ons, boards and commitees. • Provides staff support to the program coordina�ng commitee. • Represents Housing Authority on community boards. Updated: March 2024 • Provides case management and ensures that services included in par�cipants’ contracts of par�cipa�on are provided on a regular, ongoing and sa�sfactory basis, and that par�cipants are fulfilling their responsibili�es under the contracts. • Calculates, maintains and balances family self-sufficiency escrow account monthly, processes invoices, and maintains forfeiture account. • Surveys, assesses and monitors program par�cipants; recommends addi�onal programs and services to the City Housing Authority to improve housing opportuni�es. • Researches grant opportuni�es and prepares grant applica�ons when appropriate and as required; administers grant funds. • Collects required data and sta�s�cs; prepares and submits required Housing and Urban Development, Program Coordina�ng Commitee and City Housing Authority reports. • Receives clients/customers and other visitors and ensures Housing Authority customer sa�sfac�on goals are met. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. Degree in Human Services, Social Work, Psychology, or related. Experience in program coordination, social service delivery, or case management. • Family Self-Sufficiency for Housing and Urban Development Programs Cer�fica�on within twelve months of hire. Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. • Public Housing Authority cer�fica�ons. Knowledge, Skills, and Abili�es • Ability to calculate figures and amounts such as discounts, interest, commissions, propor�ons, percentages, area, circumference, and volume. • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. • Ability to establish and maintain effec�ve working rela�onships with government officials, co-workers and the general public. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to perform basic mathema�cal computa�ons and calculate income and rent in determining applicant eligibility. Updated: March 2024 • Ability to read and understand federal, state, and local regula�ons, housing and urban development requirements, and program procedures. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to write correspondence and prepare educa�onal informa�on for tenants, landlords, community service organiza�ons, and the general public. • Knowledge of state, local and federal regula�ons pertaining to family self-sufficiency public housing programs. • Knowledge of tenant/landlord laws and small claims court process. • Skill in oral and writen communica�ons, crisis management, assessment, and nego�a�on. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook). Supervision No supervision of direct reports.
