Administers and coordinates the opera�onal, financial, personnel and policy ac�vi�es of the Finance Department. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Coordinates and prepares the City's annual budget and Three-Year Financial Plan for opera�ons and capital improvements. • Analyzes and prepares all receipt es�mates and all non-departmental expenditure budgets. • Monitors actual receipts, expenditures, and cash posi�on of each fund. • Reports on the City's financial status. • Issues and coordinates all bond sales and ac�vi�es with Bond Counsel and the City’s Financial Advisor. • Provides financial planning and management strategies for the governing body and management ’s considera�on. • Analyzes departmental budget requests and processes all budget amendments. • Manages the City's insurance and risk management programs and recommends insurance changes. • Assures compliance with federal and state regula�ons, repor�ng and other related financial requirements. • Manages the City’s rela�onship with banking and financial ins�tu�ons and oversees investment of City funds. • Performs financial analysis and research as requested. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other related du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and six years of related experience; or ten years of related experience and/or equivalent combina�on of Updated: March 2024 educa�on and experience. Degree in Accoun�ng, Finance, Business Administra�on, Economics, or Public Administra�on. Experience in governmental accoun�ng. Supervisory experience. • Must reside in the municipal limits of the City of Iowa City. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Master’s degree from an accredited educa�onal ins�tu�on and seven years of related experience; and/or equivalent combina�on of educa�on and experience. • Cer�fied Public Accountant. GFOA Cer�fied Public Officer. Other Requirements – Certificates/Licensures Knowledge, Skills, and Abili�es • Ability to achieve goals, an�cipate problems and barriers, and devise ways to work around or through them. • Ability to apply advanced mathema�cal, sta�s�cal, and financial management concepts, develop and present mathema�cal budget informa�on and financial reports. • Ability to be a mo�vator and leader to his/her staff and be candid and willing to advise the City Council and City staff in an honest and forthright fashion. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to effec�vely present informa�on to top management, public groups, and/or boards of directors. • Ability to effec�vely priori�ze financial opera�ons and achieve preset goals within designated �me deadlines. • Ability to interact well with other governing bodies and act in a posi�ve fashion with the University community and other local officials. • Ability to interpret an extensive variety of technical instruc�ons in mathema�cal or diagram form and deal with several abstract and concrete variables. • Ability to present self well to a wide range of audiences and be comfortable in a highly engaged community with a high educa�on level. • Ability to read and understand financial materials and reports, reports and journals, legal documents and government regula�ons. • Ability to reliably and predictably carry out du�es. • Ability to respect differing views and opinions, understand the process of consensus- building, and be relied upon to provide his or her best professional recommenda�on at all �mes. • Ability to write reports and ar�cles for publica�on that conform to prescribed style and format. • Knowledge at advanced level of governmental accoun�ng, local government opera�ons, budget prepara�on and State laws. • Skill at advanced level in financial management, policy planning, organiza�on, goal se�ng, and employee supervision. Supervision Responsible for the overall direction, coordination, and evaluation of a department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising subordinate supervisors and direct reports including interviewing, hiring, and training employees; planning, assigning, and directing work; writing and delivering performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems; and terminating employees.
