Job Summary
Responsible for the crea�on, management, and expansion of the City of Iowa City Geographic
Informa�on System (GIS). Manage GIS-related databases and permissions. Work closely with
City departments, governmental agencies, private companies, and residents on the use of the
GIS. Conduct research, constructs maps, provide training, and make presenta�ons on GIS.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Installs, configures, operates, and maintains GIS so�ware including ESRI enterprise
server, desktop applica�ons, and web services.
• Responsible for the applica�on of GIS systems analysis techniques and procedures,
including consul�ng with users to determine hardware, so�ware or system func�onal
specifica�ons.
• Responsible for the design, development, documenta�on, analysis, crea�on, tes�ng or
modifica�on of computer-based applica�ons, including prototypes based on and related
to user or GIS systems design.
• Maintains documenta�on, program lis�ngs, layouts, and other records in support of the
GIS system, modifica�on and problem resolving efforts.
• Develops, updates and implements the strategic GIS long range plan for the City of Iowa
City.
• Works with City staff to collect, organize, update and maintain GIS data; develops data
conversion procedures for current and future related applica�ons.
• Promotes the use of the City’s GIS system to a variety of cons�tuencies through
educa�on, interviews, presenta�ons, press releases, etc.
• Maintains current knowledge of technological developments by conduc�ng research,
atending mee�ngs, training, seminars and conferences.
• Determines ini�al and ongoing requirements for the City GIS by working closely with
mul�ple City departments and other public and private agencies; establishes and
maintains rela�onships with other city and county GIS groups for current and future
collabora�on on projects.

• Responsible for the records for the City’s geospa�al databases; develops policies and
procedures for the dissemina�on of digital and hard copy informa�on.
• Oversees and par�cipates in the digitaliza�on of maps and the incorpora�on of other
digital informa�on into the GIS system using cartographic, analy�cal and other
techniques to present GIS data.
• Incorporates GPS (Global Posi�oning System) data into the City GIS, including third party
applica�ons.
• Coordinates ITS resources and related staff members.
• Refers major hardware and so�ware problems to vendor and/or service personnel for
correc�on.
• Performs service via on-call basis, as needed; records �me and billing for work
performed; maintains communica�on and follow-up on resolu�on.
• Works with and protects sensi�ve informa�on rela�ng to various applica�ons and
projects within the city.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.

Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on and two years of related
experience; or six years of related experience and/or equivalent combina�on of
educa�on and experience. Degree in Geography, Geographic Informa�on Systems,
Engineering, or related. Experience in coordina�on of geographic informa�on mapping,
planning and GIS data maintenance, and analysis including Windows pla�orms.
• Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on and three to five years of
related experience; or seven years of related experience and/or equivalent combina�on
of educa�on and experience. Experience with ESRI’s Arc-GIS, Arc-SDE and Intergraph
MGE.
Knowledge, Skills, and Abili�es
• Ability to calculate figures and amounts such as propor�ons, percentages, area,
circumference and volume.
• Ability to effec�vely present informa�on and respond to ques�ons from groups of
managers, clients, customers, and the general public.
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram or
schedule form.
• Ability to read and interpret documents, such as, safety rules, opera�ng and
maintenance instruc�ons, GIS maps and manuals, and procedure manuals.
• Ability to reliably and predictably carry out du�es.

• Ability to solve prac�cal problems and deal with a variety of variables in situa�ons where
only limited standardiza�on exists.
• Ability to write rou�ne reports, correspondence, and procedure manuals.
• Knowledge at advanced level of Rela�onal Database Management Systems (RDBMS),
Microso� SQL Servers.
• Knowledge at advanced level of Structured Query Language (SQL).
• Knowledge at advanced level of the principals and methods for analyzing, interpre�ng
and presen�ng data in both narra�ve and graphical formats, including cartographic,
analy�cal and other related techniques.
• Knowledge at advanced level of the principals and methods for developing GIS
applica�ons to manipulate and u�lize raw data.
• Knowledge at advanced level of the purposes and uses of GIS hardware, such as ploters
and digi�zers.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook)

The noise level in the work environment is usually moderate. Duties are generally performed in
an office setting with a controlled environment. While performing the duties of this job, the

social situations and significant work pace pressure.
