HomeMy WebLinkAboutGrant Management Specialist Updated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Position Title: Grant Management Specialist Department: City Manager’s Office Division: City Manager’s Office Supervisor: City Manager FLSA: Exempt Civil Service: Yes Pay Grade: 26 Job Number: 2616 Job Summary This position supports the entire City organization by proactively researching and leading application teams for state, federal and private grant opportunities. The position collects and analyzes relevant community and organizational data that supports grant applications and can take a lead or support role in writing and compiling the full grant application. Responsibilities also include maintaining a master grant file, developing compliance checklists and working with City Departments to ensure all requirements are met. Internal and external stakeholder collaboration is required to best support grant applications and compliance. Essential Job Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Researches and identifies grant opportunities that support City strategic goals and core operational needs. • Maintains a working list of state, federal and private grant sources and continually monitors such resources for new opportunities. • Collaborates with other City departments to gather information needed to support successful grant applications. • Prepares grant applications in collaboration with other City staff through development of persuasive narratives, relevant data and stakeholder support. • Researches and analyzes internal and external data sources and communicates the findings effectively to bolster grant applications. • Assists in maintaining positive relationships with government agencies and officials, other grant making entities and local partners that can reinforce support for City grant applications. • Maintains a centralized list of grants and keeps relevant parties informed of compliance requirements, key deadlines and necessary reporting. • Assists with preparing grant draws and reporting when needed. • Monitors grant budgets and coordinates with City departments and Finance staff to ensure common understanding of grant status. • Helps communicate the impact of grants received and keeps relevant stakeholders informed of grant impacts. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. Degree or coursework in Business, Public Administration, Journalism, or Communication. Experience in grant writing. • Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or six years of related experience and/or equivalent combination of education and experience. Knowledge, Skills, and Abilities • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages. • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. • Ability to read and understand technical materials, federal/state/local regulations, grant guidelines and requirements, and government regulations. • Ability to reliably and predictably carry out duties. • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. • Ability to write grant proposals, reports and business correspondence. • Skill in organizing files and records. • Skill in project management. • Skill in using computers and applicable software applications (Microsoft Office – Word, Excel, Outlook).
