Performs inspec�ons with or without property owners and managers to determine code compliance. Documents viola�ons noted while conduc�ng inspec�ons. Prepares narra�ve reports of nuisance, zoning and housing code deficiencies. Advises and consults with property owners and managers for compliance with nuisance, zoning, and housing code. Issues municipal infrac�on cita�ons when necessary to gain compliance. Performs data entry and general clerical support du�es for housing and inspec�on services. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Receives and inves�gates complaints concerning residen�al property condi�ons, zoning and nuisance code complaints. • Conducts and schedules inspec�ons of residen�al property to determine compliance with the provisions of the nuisance, zoning and housing codes. • Provides consulta�on and referrals for nuisance, zoning and housing code complaints and landlord/tenant disputes. • Iden�fies and documents areas of non-compliance. • Conducts and schedules inspec�ons with property owners and managers. • Prepares narra�ve reports of deficiencies to assist owners and property managers in ataining compliance with the nuisance, zoning, and housing codes. • Consults with Housing Inspectors and other code enforcement personnel on technical maters related to nuisance, zoning and housing code issues. • Provides general informa�on to the public and outreach and awareness concerning the nuisance, housing and zoning code enforcement and procedures. • Performs data entry and general clerical support du�es for Housing and Inspec�on Services. • Receives building plans, issues a variety of permits and collects money for fees and permits. • Helps maintain department property filing system. • Receives, screens and routes incoming calls. Updated: March 2024 • Issues cita�ons of code viola�ons and ini�ates legal ac�on, appears in court as necessary. • Atends Board of Appeals hearings; tes�fies and presents evidence on behalf of the City on maters related to nuisance, zoning and housing code enforcement. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution; or two years of related experience and/or equivalent combination of education and experience. Experience in building construction trades or in rental property management. • Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and one year of related experience; or three years of related experience and/or equivalent combination of education and experience. The ability to communicate in Spanish, French, Swahili and/or Arabic. Knowledge, Skills, and Abili�es • Ability to add, subtract, mul�ply, and divide in all units of measure, using whole numbers, common frac�ons, and decimals. • Ability to apply common sense understanding to carry out instruc�ons furnished in writen, oral, or diagram form. • Ability to compute rate, ra�o, and percent and to draw and interpret bar graphs. • Ability to deal with problems involving several concrete variables in standardized situa�ons. • Ability to establish and maintain effec�ve working rela�onships with property owners, property managers, tenants, the public and fellow employees. • Ability to interpret and enforce regula�ons within a fair, firm and diploma�c manner. • Ability to read and interpret documents such as safety rules, opera�ng and maintenance instruc�ons, and procedure manuals. • Ability to reliably and predictably carry out du�es. • Ability to speak effec�vely before groups of customers or employees of organiza�on. • Ability to write rou�ne reports and correspondence. • Knowledge of general nuisance, zoning and housing code knowledge and nuisance, zoning and housing code enforcement procedures. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook). • Communicates effec�vely with diverse groups of people and interacts courteously with the public.
