HomeMy WebLinkAboutManagement Analyst - TransportationUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Management Analyst – Transporta�on Department: Transporta�on Services Division: Administra�on Supervisor: Transporta�on Services Director FLSA: Exempt Civil Service: Yes Pay Grade: 27 Job Number: 2728 Job Summary Under direc�on of the Transporta�on Services Director, develops, implements, promotes, analyzes, plans and coordinates transporta�on programs. Provides research and analysis to op�mize transporta�on processes, ensuring convenient, efficient, and safe provision of transporta�on services. Primary responsibili�es include developing and analyzing reports, evalua�ng procedures, business prac�ces and other data to iden�fy opportuni�es for improvement. Aids in budget analysis, maintaining databases, project management, development of new transporta�on programs and service expansions, implemen�ng the City’s policies and regula�ons and assis�ng with developing new policies and procedures. Ensures compliance with state, federal and City repor�ng and analysis requirements. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Serves as advisor to the Transporta�on Services Director and Associate Director on transporta�on issues related to parking, transit and maintenance of the Central Business District. • Prepares and updates performance measures, goals, summary narra�ves, reports and other internal management documents and tools for opera�ons and the development of service improvements, expansions or realignments. • Develops reports on a daily, weekly, monthly, quarterly, annual or as-needed basis. • Analyzes and maintains transit and parking datasets using database and GIS methodologies. • Creates and maintains various data layers and databases; integra�ng data from various so�ware packages to provide visually appealing outputs for presenta�ons, opera�onal tools or other data analyst tools to support various transit and parking grants applica�ons, reports or other opera�onal needs. • Develops and coordinates updates to repor�ng tools as necessary; completes Federal and State regulatory reports and assessments to ensure compliance. • Establishes and promotes coopera�ve and strategic working rela�onships with outside agencies, organiza�ons and community groups to further transporta�on and parking ini�a�ves. Updated: March 2024 • Provides technical assistance and conducts research on policies, programs and ini�a�ves; proposes policy guidelines and assists other City departments. • Assists with the annual budget, monitors expenditures, and iden�fies and pursues grants or other strategic funding opportuni�es. • Responds to and interacts with residents, customers, employees and/or others within and outside the organiza�on in a courteous, professional and effec�ve manner. • Atends public mee�ngs, professional development workshops and seminars when necessary. • Prepares and delivers presenta�ons about transporta�on, parking and other department services, ac�vi�es and ini�a�ves to community organiza�ons and City Council. • Iden�fies areas of opportunity, makes recommenda�ons and implements efficient and/or effec�ve improvements to fill gaps in organiza�onal capacity using best prac�ces in local government management and transporta�on system efficiency. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on; or four years of related experience and/or equivalent combina�on of educa�on and experience. Degree in Urban Planning, Public Administra�on, Business, Data Analy�cs or related. Experience in project management. • Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and one year of related experience; or five years of related experience and/or equivalent combina�on of educa�on and experience. Experience in municipal government opera�ons. Knowledge, Skills, and Abili�es • Ability to analyze technical and sta�s�cal informa�on, research informa�on, and formulate prac�cal plans and solu�ons to a problem. • Ability to build posi�ve and inclusive rela�onships with persons of varying backgrounds, knowledge, and abili�es. • Ability to develop and present mathema�cal budget informa�on and cost es�mates. • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. • Ability to establish effec�ve working rela�onships with elected officials, federal, state and local government staff, local businesses, and other professionals. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. Updated: March 2024 • Ability to read and interpret specialized reports and grant applica�on rules, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regula�ons. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to work with mathema�cal concepts such as probability and sta�s�cal inference. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge at a technical level of one or more relevant sectors: transporta�on, social sciences, data analy�cs, urban planning, or informa�on sciences. • Skill in oral and writen communica�on and organizing informa�on in a meaningful way. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook).
