Job Summary
Under general direc�on, operates heavy equipment and serves as a group leader in performing
general construc�on, inspec�on, evalua�on, maintenance, and repairs of sewer mains and
related facili�es.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Operates a jet vacuum truck, sewer tapping machine, easement machine, trash pumps
and other heavy equipment.
• Runs television truck to troubleshoot and inspect storm sewer and sanitary lines,
including inflow and infiltra�on inspec�on.
• U�lizes specific so�ware applica�ons required by television truck to prepare inspec�on
reports.
• Repairs and maintains sewer pipe, manholes and facili�es.
• Prepares and executes traffic control plans.
• Cleans sanitary and storm sewer and checks lines for blockages.
• Constructs sewer taps.
• Meets with u�li�es, contractors, and general public regarding sewer complaints.
• Provides loca�ons for u�lity work and new construc�on.
• Assists Maintenance Operators in cleaning and maintenance of wet wells and dry wells
at the Wastewater treatment plant and li� sta�ons.
• Collects samples and submits to lab for analysis.
• Leads work teams working on various aspects of sewer maintenance and repairs.
• Trains, delegates, and monitors other personnel in repair and maintenance of sewer
mains.
• Establishes technical procedures and standards.
• Performs on-call du�es, responds to emergencies of equipment failure at the
Wastewater treatment plant, li� sta�ons and collec�on system.
• Enters log of complaints and work records into computer, prepares reports.

• Assists Engineers and other technicians in conduc�ng inflow and infiltra�on studies with
special techniques, procedures, and equipment.
• Installs, maintains and evaluates special equipment.
• U�lizes so�ware applica�ons such as mapping, databases, spreadsheets and word
processing to log ac�vi�es and prepare reports.
• U�lizes safety equipment and safety programs in performing du�es.
• Par�cipates in safety commitee work.
• Locates sewer lines for excava�ng, tree plan�ng, fences and other projects when work is
performed in area of sewers.
• Provides snow removal for wastewater facili�es.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Associate’s degree from an accredited educational institution and one year of related
experience; or three years of related experience and/or equivalent combination of
education and experience. Experience in wastewater sewer main construction and
maintenance. Experience with permit required confined space entry and issuing of entry
permits, site supervision and entry of said confined spaces.
• State of Iowa DNR Grade I Wastewater Operator cer�ficate. State of Iowa DNR Grade II
Wastewater Operator cer�ficate required within 2 years of appointment. Flagger
cer�fica�on. Forkli� cer�fica�on required within two years of appointment. Confined
space entry training. Sa�sfactory driving record. Valid State of Iowa commercial driver’s
license instruc�on permit upon first day in posi�on. Valid State of Iowa Class A
commercial driver’s license with air brake and tank endorsements within 6 months of
hire. Meet federal drug tes�ng requirements. Requires a pre-employment drug screen.
Must be 18 years of age. Must pass criminal background check. Must live within 25 miles
of the corporate limits of Iowa City, Iowa within one year of appointment to the posi�on.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution; or four years of related
experience and/or equivalent combination of education and experience.
• Competent person training in shoring and trenching. Associa�on of Boards of
Cer�fica�on Wastewater Collec�on cer�ficate.
Knowledge, Skills, and Abili�es
• Ability to apply common sense understanding to carry out instruc�ons furnished in
writen, oral, or diagram form.
• Ability to deal with problems involving several concrete variables in standardized
situa�ons.
• Ability to operate computer and prepare writen logs and reports.

• Ability to perform basic mathema�cal calcula�ons and calculate flow rates, water
volumes and capaci�es.
• Ability to read and comprehend maps, blueprints, maintenance manuals and
specifica�ons, safety rules, and procedure manuals.
• Ability to reliably and predictably carry out du�es.
• Ability to set up and use traffic control safety systems.
• Ability to speak effec�vely before groups of customers or employees of organiza�on.
• Ability to use li� systems, entry and exit safety and gas detectors rela�ve to confined
spaces.
• Knowledge of blood borne pathogens safety and personal protec�ve equipment usage.
• Knowledge of li� sta�on opera�ons and related equipment.
• Knowledge of storm and sanitary sewer system including size, loca�on and flow rate.
• Skill in the opera�on of heavy equipment including a jet vacuum truck, end loader and
backhoe.
• Skill in the opera�on of sewer tap machine and easement machine.
Supervision
No supervision of direct reports.
