HomeMy WebLinkAboutNeighborhood Services CoordinatorUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Neighborhood Services Coordinator Department: Neighborhood & Development Services Division: Neighborhood Services Supervisor: Director of Neighborhood & Development Services FLSA: Exempt Civil Service: No Pay Grade: 31 Job Number: 3110 Job Summary Directs the opera�onal, financial, and personnel ac�vi�es of the Neighborhood Services Division (Community Development, Housing Inspec�on, and the Iowa City Housing Authority). Ensures division operates with a focus on customer service and is responsive to community needs rela�ve to affordable housing, community development ac�vi�es, administra�on of applicable state and federal grants, housing inspec�ons services and public housing programs. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Directs the ac�vi�es and programs of the Neighborhood Services Division which includes Community Development, Housing Inspec�ons, and the Iowa City Housing Authority opera�ons and administra�ve func�ons. • Prepares and manages budget for the Neighborhood Services Division. • Coordinates the division's ac�vi�es with other City divisions and departments. • Manages staff workload and to make certain issues are being resolved in a �mely manner. • Resolves conflict between staff, the general public and other community stakeholders. • Confers with elected officials, boards, and commissions members regarding housing, community development and neighborhood issues. • Directs prepara�on and maintenance of public informa�on, including print materials and informa�on on the division’s web site. • Communicates to local boards, commissions, neighborhood associa�ons, business and student groups and the City Council. • Ensures that the housing inspec�on process is done in accordance with local ordinances and that proper documenta�on and follow-up ac�ons are being completed. • Reviews, discusses, and implements housing code updates as appropriate. • Monitors implementa�on of all projects related to the Housing Authority opera�ons, Community Development Block Grant, HOME Investment Partnership program, local affordable housing ini�a�ves, and City’s housing rehabilita�on program. • Oversees, prepares, and presents applica�ons, reports and studies to the City Council, boards and commissions, and other ad-hoc groups, as necessary. Updated: March 2024 • Maintains liaison with state and federal agencies and keeps open dialogue with such groups. • Ensures regulatory compliance for all federal programs, including those operated by the Housing Authority, CDBG and HOME programs. • May perform du�es of Neighborhood & Development Services Director in his/her absence. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and three to five years of related experience; or a Master’s degree and one to three years of related experience; or seven to nine years of related experience and/or equivalent combination of education and experience. Degree in Urban Planning, Public Administration, Business, or related. Experience in federal grant administration, affording housing, community development, or housing regulations. • Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Master’s degree from an accredited educational institution and five years of related experience; and/or equivalent combination of education and experience. Supervisory experience. Knowledge, Skills, and Abili�es • Knowledge of federal, state, and local housing and community development grants and programs, in par�cular CDBG and HOME. • Knowledge of local zoning and housing codes, state and na�onal housing program regula�ons, housing inspec�on prac�ces and general municipal planning techniques. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to develop, analyze and present budget informa�on and to perform mathema�cal func�ons necessary to determine compliance with state and federal regula�ons. • Ability to effec�vely present informa�on to city leadership, federal/state program representa�ves, public groups, and/or other stakeholders. • Ability to read, analyze, and interpret federal regula�ons, housing code, financial reports, and legal documents. • Ability to reliably and predictably carry out du�es. • Ability to respond to common inquiries or complaints from residents, regulatory agencies, or members of the community. • Ability to write presenta�ons and press releases that conform to prescribed style and format. Updated: March 2024 • Skill in observing, reading and interpre�ng technical materials, codes, and regula�ons. • Skill in planning, reasoning, conflict resolu�on, problem solving, customer service and verbal and writen communica�ons. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook) and mobile devices. Supervision Assists with the overall direction, coordination, and evaluation of a program function or unit for the department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising direct reports including interviewing, hiring, and training employees; planning, assigning, and directing work; writing and delivering performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems; and terminating employees.
