HomeMy WebLinkAboutOperations Supervisor - CUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Opera�ons Supervisor – Transporta�on Services Department: Transporta�on Services Division: Administra�on Supervisor: Transporta�on Services Director FLSA: Exempt Civil Service: Yes Pay Grade: 27 Job Number: 2709 Job Summary Supervises the opera�onal, financial, and personnel ac�vi�es of the Iowa City parking and mass transit system. Oversees the customer service, cashiers, parking enforcement, PM parking and transit maintenance staff, PM transit opera�ons and financial repor�ng opera�ons including parking management so�ware. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Dispatches, directs and supports daily opera�ons. • Monitors daily opera�ons u�lizing parking management so�ware, transit management so�ware and various video security systems. • Develops and delivers ini�al and ongoing opera�onal training for cashier and PM Maintenance worker staff using various so�ware packages. • Audits daily receipts, reconciles daily credit card and cash reports and performs rou�ne audits of employees that handle cash. • Prepares weekly report of ac�vi�es for Department Director and Associate Director • Supervises opera�ons to ensure policy and schedule adherence. • Coordinates service disrup�ons caused by weather and traffic. • Provides recommenda�ons for budget planning, oversees expenditures and revenues. • Counts revenue from daily parking meter collec�ons and automated pay sta�ons, prepares deposits. • Reviews, verifies and approves staff payroll. • Maintains various opera�ng sta�s�cs; compiles daily/monthly/annual reports and reviews reports with staff as necessary. • Interacts with other City departments and downtown businesses and assists community groups with event planning and opera�ons, responds to requests for informa�on. • Assists in planning for service expansion and/or reduc�on or changes in service delivery methods. • Maintains parking database, including daily sales items, monthly permits, daily facility revenues (POS and pay sta�on opera�ons) and parking enforcement handheld so�ware maintenance. Updated: March 2024 • Manages an internal permit payment plan. • Invoices and tracks various valida�on services and bus pass sales. • Resolves customer conflicts and assists with daily customer interac�ons. • Assists with development of division staff schedules, approves employee vaca�on �me requests considering division needs and ensures divisions have adequate coverage during expected and unexpected absences. • Drives transit bus routes as needed. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on; or four years of related experience and/or equivalent combina�on of educa�on and experience. Degree in Business, Accoun�ng, Management, or related. • Valid State of Iowa driver’s license with sa�sfactory driving record. Valid State of Iowa Class B commercial driver’s license with air brakes and passenger endorsement required within 90 days of hire. Meet federal drug tes�ng requirements. A pre-employment drug screen. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and one year of related experience; or five years of related experience and/or equivalent combina�on of educa�on and experience. Experience in accoun�ng. Knowledge, Skills, and Abili�es • Ability to add, subtract, mul�ply, and divide in all units of measure, using whole numbers, common frac�ons, and decimals. • Ability to compute rate, ra�o, and percent. • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to learn and apply complex policies and procedures. • Ability to perform mathema�cal calcula�ons necessary to perform payroll func�ons and basic bookkeeping func�ons. • Ability to read and understand writen materials and maps, professional journals, technical procedures, or governmental regula�ons. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to supervise and mo�vate employees. • Ability to work in a team environment. Supervision Involves leadership role such as regularly guiding, training, and providing direc�on to permanent staff in comple�ng daily tasks and assignments. May perform addi�onal supervisory du�es at the direc�on of the Department or Division Head to include disciplinary ac�on, assis�ng with hiring or firing, and wri�ng or delivering performance reviews.
