HomeMy WebLinkAboutPolice CaptainUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Police Captain Department: Police Division: Field Opera�ons or Support Services Supervisor: Police Chief FLSA: Exempt Civil Service: Yes Pay Grade: 31 Job Number: 3105 Job Summary Supervises and directs assigned patrol, traffic, tac�cal and other personnel in the department who respond to emergency and non-emergency requests and enforce all City ordinances, federal, and state laws. Administra�ve du�es include planning, organizing, direc�ng assigned personnel and conduc�ng all internal affairs inves�ga�ons. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Supervises a Division of the Police Department and periodically rotates assignments: o Field Opera�ons Division include field patrol, inves�ga�ons, and community service. o Support Services Division includes support services (customer service func�on including records and school crossing guard program), community outreach, animal services and facility, and data and crime analysis. o Both divisions interface with professional standards func�on that reports directly to the Chief, this includes internal inves�ga�ons, policy reviews and updates, accredita�on and training, and evidence opera�ons. • Oversees, directs and reviews the daily and special opera�ons of the assigned division in the response to emergency and non-emergency requests and the enforcement of all City ordinances and federal and state laws. • Meets with the command staff and reviews any areas of concern on a daily basis, informs the Chief of Police of ongoing ac�vi�es of the assigned division. • Conducts and assigns internal affairs inves�ga�ons regarding apparent or alleged misconduct by department personnel. • Responds to and assists residents with complaints and needs. • Monitors the division personnel responses to resident requests to ensure courteous and responsive communica�on. • Oversees the procurement of equipment and coordinates equipment repairs, and oversees service maintenance contracts. • Monitors and administers the division budget and federal and state grants and submits �mely documenta�on; authorizes expenditures within defined parameters. Updated: March 2024 • Coordinates the release of informa�on to the public on the general opera�on of the department. • Submits required reports to reflect the problems, services and ac�vi�es of the assigned division. • Par�cipates in planning, research, and staff studies, as assigned. • Acts as department representa�ve in mee�ngs with agencies, task forces, commitees and groups. • Performs du�es of the other Police Captain in his/her absence. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and six years of law enforcement experience. Degree in Criminal Jus�ce/Law Enforcement or related. Four years experience in law enforcement at the rank of Sergeant or higher. • Iowa Peace Officer Cer�fica�on. Valid State of Iowa driver's license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Must live within 25 miles of the corporate limits of Iowa City, Iowa within one year of appointment to the posi�on. Preferred Education, Experience, Certification/Licensure, Other • Master’s degree from an accredited educa�onal ins�tu�on and seven years of related experience; and/or equivalent combina�on of educa�on and experience. Degree in Criminal Jus�ce/Law Enforcement. Knowledge, Skills, and Abili�es • Ability to calculate figures and amounts such as discounts, interest, commissions, propor�ons, percentages, area, and circumference. • Ability to complete a variety of writen reports and cita�ons which may be used in a court of law. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to effec�vely present informa�on to top management, public groups, and/or boards of directors. • Ability to interpret an extensive variety of technical instruc�ons in mathema�cal or diagram form and deal with several abstract and concrete variables. • Ability to read and interpret ordinances, state laws, reports and updates regarding criminal ac�vity, financial reports, and legal documents. • Ability to reliably and predictably carry out du�es. • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. • Ability to write reports and ar�cles for publica�on that conform to prescribed style and format. Updated: March 2024 • Knowledge of State and Federal laws, City ordinances, departmental policies, procedures, and goals. • Skill in oral and writen communica�on, listening, public rela�ons, and management. • Skill in the use of firearms, defense tac�cs and related law enforcement equipment. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook). Supervision Responsible for the overall direction, coordination, and evaluation of a department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising subordinate supervisors and direct reports including interviewing, hiring, and training employees; planning, assigning, and directing work; writing and delivering performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems; and terminating employees.
