HomeMy WebLinkAboutPolice LieutenantUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Police Lieutenant Department: Police Division: Field Opera�ons or Support Services Supervisor: Police Captain FLSA: Exempt Civil Service: Yes Pay Grade: 30 Job Number: 3006 Job Summary Plans, organizes, and directs ac�vi�es and opera�ons of assigned personnel, responds to emergency and non-emergency requests, and enforces all Iowa City ordinances and state and federal laws. Oversees and evaluates performance of assigned personnel. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Supervises specialized func�on of the Police Department and periodically rotates assignments: o Professional standards func�on with oversight over internal inves�ga�ons, policy reviews and updates including ‘use of force’, management of accredita�on and training, and evidence opera�ons. o Patrol func�on with oversight over patrol opera�ons, review of service calls and reports, scheduling of staff, planning and carrying out special and regular opera�ons. o Inves�ga�ons func�on with oversight over detec�ve division and inves�ga�ons, review and assignment of cases, scheduling of staff, planning and carrying out special and regular opera�ons, and coopera�ng with drug task force agencies. • Supervises inves�ga�ons, interviews, interroga�ons; observes and instructs subordinate personnel in the field. • Supervises prepara�on of assignments and special instruc�ons to be disseminated to the officers. • Screens, reviews and corrects reports writen by subordinates; prepares reports on ac�vi�es and func�ons of assigned areas of responsibility. • Responds to field complaints, requests or problems from the general public, department personnel, and other county and state offices and agencies. • Par�cipates in counseling and training of subordinates; and makes recommenda�ons regarding training needs. • Assumes command and directs opera�ons in major criminal cases and serious traffic accidents, as needed; reviews follow-up inves�ga�ons. Updated: March 2024 • Assists with budget prepara�on, monitoring, and review of funds for specified uses, including grant funding and repor�ng. • Supervises daily inspec�on of vehicles and equipment to determine defects, cleanliness, damage and rou�ne maintenance. • Performs special assignments such as: assignment to Johnson County Drug Task Force, inves�ga�ons; grant development and administra�on. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate Degree or at least sixty hours of coursework in Criminal Jus�ce/Law Enforcement or related. Five years experience in law enforcement with two years experience at the rank of Sergeant. • Iowa Peace Officer Cer�fica�on. Valid State of Iowa driver's license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Must live within 25 miles of the corporate limits of Iowa City, Iowa within one year of appointment to the posi�on. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and six years of related experience; or ten years of related experience and/or equivalent combina�on of educa�on and experience. Knowledge, Skills, and Abili�es • Ability to calculate figures and amounts such as discounts, interest, propor�ons, percentages, area, and circumference. • Ability to complete a variety of writen reports and cita�ons which may be used in a court of law. • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to read and interpret ordinances, state laws, reports and updates regarding criminal ac�vity. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Knowledge of State and Federal laws, City ordinances, departmental policies, procedures, and goals. • Skill in oral and writen communica�on, listening, public rela�ons, and management. • Skill in the use of firearms, defense tac�cs and related law enforcement equipment. Supervision Assists with the overall direction, coordination, and evaluation of a program function or unit for the department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising direct reports including interviewing, hiring, and training employees; planning, assigning, and directing work; writing and delivering performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems; and terminating employees.
