HomeMy WebLinkAboutProgram Assistant - Community DevelopmentUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Program Assistant – Community Development Department: Neighborhood & Development Services Division: Neighborhood Services Supervisor: Neighborhood Services Coordinator FLSA: Non-Exempt Civil Service: Yes Pay Grade: 7 Job Number: 0712 Job Summary Under general direc�on, assists in coordina�ng Neighborhood Services programs and other administra�ve ac�vi�es. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Assists in clerical and administra�ve ac�vi�es of the division, par�cularly Community Development programs. • Researches �tles/deeds and prepares loan documents for Community Development Block Grant and HOME projects, tracks and posts loan payments. • Prepares site survey documenta�on, including photos for structures requiring review by the Historic Preserva�on Commission and State Historic Preserva�on Office, schedules onsite surveys. • Prepares monthly rehabilita�on account reports. • Prepares materials for release of liens/mortgages and subordina�on agreements. • Maintains computer records for archives, contractor lists, contracts awarded, minority businesses, etc. • Completes income cer�fica�ons for housing programs. • Communicates with clients regarding applica�on informa�on, case accounts, etc. • Provides customer service and serves as the ini�al staff contact for various Neighborhood Services ini�a�ves. • Assists with annual monitoring of affordable housing projects under compliance. • Maintains files and reviews them for completeness, collects and enters data on clients. • Creates and solicits mailings citywide. • Posts checks received into specific accounts. • Maintains reports on contractors’ ac�vi�es and progress by project. • Completes Davis-Bacon interviews for applicable federally funded projects. • Assists in maintaining and upda�ng documenta�on and manuals. • Prepares local and federal repor�ng such as sec�on 106 environmental reviews for rehabilita�on projects. Minimum Education, Experience, Certification/Licensure, Other • High school diploma or G.E.D. and one year of related experience or training or equivalent combination of education and experience. Experience in office/clerical work. • Environmental review training and cer�fied notary within twelve months of hire. Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution or two years of related experience and/or equivalent combination of education and experience. Knowledge, Skills, and Abili�es • Knowledge of general office management procedures. • Skill in communica�ng with clients, contractors and other members of the public and the City staff. • Skill in communica�ng effec�vely with diverse groups of people and interacts courteously with the public. • Ability to accurately enter informa�on into a computer. • Ability to calculate figures and amounts such as discounts, interest, commissions, and percentages. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to compile simple sta�s�cal reports. • Ability to read and interpret federal regula�ons. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to speak effec�vely before groups of customers or employees of organiza�on. • Ability to write simple leters and reports. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook). • Ability to organize files.
