Job Summary
Under general direc�on, performs professional du�es which involve engaging the community to
a broad range of Parks and Recrea�on programs, services, and facili�es for the general public
including arts, socializa�on, science and nature, sports, aqua�cs, wellness, and special events,
including programs for persons with disabili�es and youth-at-risk. Develops strategic
communica�ons to enhance department brand and community engagement through special
events and a variety of media.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Develops and sustains community rela�onships and iden�fies poten�al new users to
increase program par�cipa�on and support.
• Develops and implements special events for the Parks & Recrea�on Department
including four or more large community events per year and several smaller events such
as ribbon cu�ngs, grand openings and neighborhood gatherings.
• Manages and promotes Farmer’s Market.
• Recommends and implements policies and establishes processes, goals and objec�ves.
• Interprets and enforces department rules and regula�ons for staff and public.
• Evaluates programs and recommends improvements.
• Coordinates with Recrea�on staff to create marke�ng strategies aimed at increasing
division branding, par�cipa�on of programs and facility use.
• Oversees crea�on of Parks & Recrea�on ac�vity guides through design, edits and
distribu�on.
• Designs and produces informa�onal brochures, press releases and other marke�ng
materials.
• Updates websites, posts weather cancella�ons, media releases and headlines.
• Provides assistance to ci�zens who have problems with website and online registra�on.
• Schedules work ac�vi�es and approves hire forms and �me records.
• Conducts staff mee�ngs with subordinates.
• Manages on site event management for department events.

• Interacts and serves as liaison to community organiza�ons, agencies, affiliate groups and
special interest groups.
• Prepares and monitors budget, oversees purchase of equipment and supplies.
• Atends selected mee�ngs of the Parks & Recrea�on Commission to give oral reports.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and two years of related
experience; or six years of related experience and/or equivalent combination of
education and experience. Degree in Recreation Administration, Leisure Studies,
Therapeutic Recreation, or related. Recreation programming experience.
• First aid, cardiopulmonary resuscita�on, and automated external defibrillator
cer�fica�on within six months of hire. Valid State of Iowa driver's license with
sa�sfactory driving record. Must be 18 years of age. Must pass criminal background
check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and three to five years of
related experience; or seven years of related experience and/or equivalent combination
of education and experience. Event planning experience and digital communication.
Knowledge, Skills, and Abili�es
• Ability to calculate figures and amounts such as discounts, interest, commissions,
propor�ons, percentages, area, circumference, and volume.
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or
schedule form.
• Ability to operate office and recrea�on equipment.
• Ability to prepare writen materials including records, reports and promo�onal
materials.
• Ability to read and interpret documents such as safety rules, opera�ng and maintenance
instruc�ons, and procedure manuals.
• Ability to read and interpret reports and journals, safety rules, opera�ng and
maintenance instruc�ons, and procedure manuals.
• Ability to reliably and predictably carry out du�es.
• Ability to solve prac�cal problems and deal with a variety of concrete variables in
situa�ons where only limited standardiza�on exists.
• Ability to speak effec�vely before groups of customers or employees of organiza�on.
• Ability to supervise large numbers of employees working at mul�ple sites.
• Knowledge of community organiza�ons and resources.
• Knowledge of the principles of Parks & Recrea�on services and delivery models.

• Skill in the techniques of supervision to plan, assign, coordinate, direct, and monitor
customer service employees.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook).
Supervision
Involves leadership role such as regularly guiding, training, and providing direction to
temporary/hourly, seasonal, or work-study staff in completing basic, entry-level daily tasks and
assignments. Does not carry out disciplinary action, does not hire or fire, is not responsible for
writing or delivering performance review.

and ability to adjust focus.

While performing the duties of this job, the employee is occasionally exposed to moving

is occasionally exposed to outside weather conditions, dampness, direct sunlight, dust, pollen,
insect stings, and animals. The noise level in the work environment is usually loud. Involves
some exposure to stress due to the work environment and/or crisis situations.
