Job Summary
Manages the opera�onal, financial and personnel ac�vi�es of an integrated solid waste
management program which includes the Landfill, Waste Collec�on, Household Hazardous
Waste, Compos�ng and Recycling opera�ons. The posi�on coordinates personnel, material and
equipment alloca�ons. Ensures environmental health and compliance through sound technical,
financial, and personnel management. The posi�on ensures compliance with all local, state and
federal environmental and safety regula�ons and maintains contact with various regulatory
agencies.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Plans, directs and supervises the daily opera�ons of an integrated solid waste
management program which includes Landfill, Waste Collec�on, Household Hazardous
Waste, Compos�ng and Recycling Opera�ons.
• Assures compliance with local, state and federal laws regula�ons and standards,
including landfill, leachate, landfill gas and safety.
• Communicates with the Iowa Department of Natural Resources and the United States
Environmental Protec�on Agency to maintain compliance.
• Develops division budget requests and goals.
• Assists with long-range plans and se�ng rates.
• Plans, reviews and approves division expenditures.
• Prepares and reviews regulatory compliance reports, grant applica�ons and progress
reports and documenta�on regarding division opera�on and maintenance ac�vi�es.
• Plans and implements capital improvement projects and reviews construc�on designs
and specifica�ons.
• Completes contract development, nego�a�ons and management, hires and oversees
contract and work performed by Landfill consultants.
• Assists consultants on implementa�on of recommenda�ons and procedures that
improve the health and opera�on of the Landfill.
• Responds to problems, requests and ques�ons from customers and the general public.

• Inves�gates and resolves problems associated with the Landfill, Waste Collec�on and
Recycling Opera�ons.
• Oversees industrial and commercial customer rela�ons.
• Develops and implements new programs to enhance environmental and public health
goals corresponding to Landfill responsibili�es.
• Conducts long term facili�es planning for division, including asset management for
Landfill, Waste Collec�on and Recycling Facili�es.
• Oversees inter-division/department coordina�on.
• Directs division safety and risk management programs and policies.
• Serves as ac�ng Public Works Director when assigned.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and three to five years of
related experience; or seven to nine years of related experience and/or equivalent
combination of education and experience. Experience in landfill and/or solid waste
operations.
• Landfill Operator Cer�fica�on required within six months of hire. Hazardous Waste
Operator Cer�fica�on within one year of hire. National Incident Management System
Training ICS 100, ICS 200, IS 700, IS 800, ICS 300, ICS 400 within two years of hire. Compost
cer�fica�on within one year of hire. Sa�sfactory driving record. Valid State of Iowa
commercial driver’s license instruc�on permit upon first day in posi�on. Valid State of
Iowa Class B commercial driver’s license within 6 months of hire. Meet federal drug
tes�ng requirements. Requires a pre-employment drug screen. Must be 18 years of age.
Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and six years of related
experience; or ten years of related experience and/or equivalent combination of
education and experience. Supervisory experience.
Knowledge, Skills, and Abili�es
• Ability to apply concepts such as frac�ons, percentages, ra�os, and propor�ons to
prac�cal situa�ons.
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to effec�vely present informa�on to top management, public groups, and/or
commissions, or elected officials.
• Ability to effec�vely supervise and mo�vate employees.
• Ability to interpret an extensive variety of technical instruc�ons in mathema�cal or
diagram form and deal with several abstract and concrete variables.

• Ability to read and interpret blueprints, technical manuals, research journals, common
scien�fic and technical journals, government regula�ons, financial reports, and legal
documents.
• Ability to reliably and predictably carry out du�es.
• Ability to research and manage long term projects.
• Ability to respond to common inquiries or complaints from customers, regulatory
agencies, or members of the business community.
• Ability to work with mathema�cal concepts such as probability and sta�s�cal inference,
and fundamentals of plane and solid geometry and trigonometry.
• Ability to write reports and ar�cles for publica�on that conform to prescribed style and
format.
• Knowledge of City’s purchasing, financial and personnel policies.
• Knowledge of federal and state environmental and safety regula�ons.
• Knowledge of financial documents and ability to manage and create budgets and
financial reports.
• Knowledge of microbiology, chemistry, environmental engineering, biological and
chemical research methods, and mechanical and electrical systems.
• Knowledge of quality and work output of all wastewater and landfill equipment.
• Knowledge of relevant computer so�ware and hardware including word processing and
spreadsheets.
• Skill in observing, evalua�ng, monitoring analy�cal thinking, and oral and writen
communica�on.
• Skill in the opera�on of the tools, materials and equipment used in the opera�on,
maintenance and repair of wastewater plants, collec�on systems, landfill, and recycling
opera�ons.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).
Supervision
Assists with the overall direction, coordination, and evaluation of a program function or unit for
the department. Carries out supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities include supervising subordinate supervisors and
direct reports include interviewing, hiring, and training employees; planning, assigning, and
directing work; appraising performance; rewarding and disciplining employees; addressing
complaints and resolving problems.
