Responsible for City-wide risk management. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Manages Revenue department staff and Occupa�onal Health and Safety Specialist. • Determines work priori�es, staffing needs, reviews �mesheets and approves vaca�on requests, and monitors service levels. • Provides and promotes quality customer service. • Signs up customers for services and answers ques�ons and complaints from the public and City employees concerning City policies and procedures regarding u�lity services; resolves customer problems and issues. • Manages the �mely and accurate u�lity and landfill charge account billings and collec�ons systems, financial reconcilia�on and receip�ng receivables for the City. • Makes decisions and/or recommenda�ons on claims against City. • Oversees worker compensa�on program and occupa�onal safety program as well as City-wide risk management. • Procures cost effec�ve insurance. • Assists in the development of budget requests and division goals, monitors budget expenditures, approves purchases. • Prepares weekly and monthly u�lity reconcilia�ons. • Compiles and analyzes service level and departmental sta�s�cs. • Facilitates staff training and development. • Determines computer program needs and develops changes with division personnel and informa�on technology staff. • Provides in-house claims administra�on for incidents involving loss of insured and uninsured public property like tornado or flood damage. • Coordinates research and documenta�on of incidents. • Ini�ates recovery/subroga�on claims with individual persons and insurance companies, coordinates and tracks res�tu�on requests through the County Atorney’s Office. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and two years of related experience; or six years of related experience and/or equivalent combina�on of educa�on and experience. Degree in Business, Accoun�ng, or related. • Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and three to five years of related experience; or seven years of related experience and/or equivalent combina�on of educa�on and experience. Experience in customer service and/or risk management. Supervisory experience. • Cer�fied Risk Professional. Knowledge, Skills, and Abili�es • Ability to apply concepts such as frac�ons, percentages, ra�os, and propor�ons to prac�cal situa�ons. • Ability to coordinate efforts among staff and other departments. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to develop and present mathema�cal budget and billing informa�on. • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. • Ability to interpret an extensive variety of technical instruc�ons in mathema�cal or diagram form and deal with several abstract and concrete variables. • Ability to read and understand financial materials, business periodicals, professional journals, technical procedures, or governmental regula�ons. • Ability to reliably and predictably carry out du�es. • Ability to work with mathema�cal concepts such as probability and sta�s�cal inference, and fundamentals of plane and solid geometry and trigonometry. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge of computer systems and so�ware applica�ons (Microso� Office – Word, Excel, Outlook), billing systems, financial records, sta�s�cal repor�ng, and public sector administra�on. • Knowledge of insurance industry and risk management prac�ces. • Skills in management, supervising others, organiza�on, mathema�cs, analysis, oral and writen communica�on, and basic computer skills. • Skills in verbal and writen communica�on, listening, planning, and organiza�on.
