HomeMy WebLinkAboutRight-of-Way Technician - Public WorksUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Right-of-Way Technician – Public Works Department: Public Works Division: Engineering Supervisor: City Engineer FLSA: Non-Exempt Civil Service: Yes Pay Grade: 12 Job Number: 1214 Job Summary Under general direc�on, administers permi�ng programs for construc�on work, u�li�es and other ac�vi�es within the public right-of-way. Prescribes ac�on for conformance to code and standards. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Administers permi�ng programs for construc�on work, u�li�es, and other ac�vi�es within the public right-of-way. • Establishes standards and procedures for consistency within documenta�on for u�lity records. • Organizes and maintains u�lity records. • Conducts on-site inspec�ons of u�lity installa�ons including gas, electrical and telecommunica�ons facili�es as well as storm sewers, water mains, sanitary sewers, streets and sidewalks and ensures compliance with City codes and ordinances. • Compiles extensive field notes detailing inspec�ons and reports progress. • Makes on site decisions involving subgrade prepara�on, pavement repair and surface restora�on. • Iden�fies non-compliance issues associated with specifica�ons and the inspected construc�on areas and informs appropriate par�es of lack of compliance with City standards. • Coordinates ac�vi�es in the public right-of-way with other City departments as well as outside agencies and the public, reviews plans. • Produces and updates maps, plats, plans and other drawings. • U�lizes so�ware and equipment such as computers and tablets to perform job du�es. • Assists with dra�ing agreements related to work within the public right-of-way. • Meets and coordinates with contractors, engineers, u�lity representa�ves and homeowners regarding work within the public right-of-way; coordinates pre- construc�on mee�ngs on designated projects. • Prepares public communica�ons and press releases regarding projects. • Responds to complaints and informa�on requests from the public. Updated: March 2024 • Assists survey crew on projects, as assigned. • Reviews and issues permits for all construc�on located in the right-of-way. • Reviews and modifies traffic control plans for street closures. • Researches issues and proposes solu�ons to reach agreement. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution; and two years of related experience and/or equivalent combination of education and experience. Degree in Construction Science, Engineering or related. Experience in construction, construction inspection, engineering drafting or related. • Valid State of Iowa driver's license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. • State of Iowa Department of Transporta�on cer�fica�ons in Level 1 and 2 Aggregate, Level 1 PCC and Level 1 HMA preferred. American Traffic Safety Services Associa�on (ATSSA) cer�fica�on. Knowledge, Skills, and Abili�es • Ability to detect defec�ve materials and workmanship. • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, City staff, and the general public. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to perform mathema�cal func�ons in order to review contractor compliance with standards. • Ability to read and interpret plans and specifica�ons, blueprints, easement documents, design manuals, pay es�mates and textbooks. • Ability to record concise field notes and report progress. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Knowledge of AutoCAD and GIS (geographical informa�on systems). • Knowledge of civil engineering principles. • Knowledge of construc�on methods, materials, plans and specifica�ons. • Knowledge of surveying methods. • Skill in record keeping. Updated: March 2024 • Skill in the use of a variety of machines, including personal computers, air meter and slump cone. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook) and various engineering design so�ware. Supervision No supervision of direct reports.
