HomeMy WebLinkAboutSenior Associate Planner - Transportation Traffic EngineeringUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Senior Associate Planner – Transporta�on Department: Neighborhood & Development Services Division: MPOJC Supervisor: MPOJC Director FLSA: Exempt Civil Service: Yes Pay Grade: 27 Job Number: 2713 Job Summary Under direc�on, provides staff support for implemen�ng the ac�vi�es of the Metropolitan Planning Organiza�on of Johnson County (MPOJC) performs as Ac�ng Director in the Director’s absence. Prepares planning reports, monitors state and federal regula�ons, and administers state and federal grants for all modes of transporta�on. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Leads and coordinates mul�-faceted project teams, including consultants, to complete specific planning work program items for the urbanized area. • Assigns transporta�on studies to Associate Planners based on their workload and capabili�es; reviews assignments with Associate Planners to keep projects on schedule. • Reviews and edits reports and memos prepared by Associate Planners. • Assists in planning ac�vi�es for all modes of transporta�on within the Iowa City urbanized area by coordina�ng with local governments on transporta�on issues; reviews transporta�on plans for major development and redevelopment projects; assesses impact on transporta�on infrastructure. • Prepares applica�ons and administers state and federal grant programs and assures repor�ng requirements are met. • Assists in planning ac�vi�es for three transit systems in the Iowa City urbanized area. • Prepares special reports and memoranda as assigned; researches, analyzes and prepares studies related to transporta�on development, land use and the site of public facili�es. • Coordinates the collec�on of, analyzes and summarizes data for studies related to traffic volume, speed, turning movements, collision history, transit use and recommends course of ac�on. • Operates advanced so�ware applica�ons specific to transporta�on planning and traffic engineering including TransCAD, Synchro and Highway Capacity Manual so�ware. • Operates Geographic Informa�on Systems (GIS) so�ware and prepares maps. • Maintains planning documents required by Federal Highway Administra�on and Iowa Department of Transporta�on including local MPOJC documents. • Monitors state and federal transporta�on regula�ons. Updated: March 2024 • Conducts and gathers public input on transporta�on needs and planning, including facilita�ng public mee�ngs. • Determines loca�on of traffic control signs, assists with capital project development for streets, trails, intersec�ons, street corridor elements, new subdivisions, traffic control devices, pavement markings, loca�on of street ligh�ng, consistent with the Manual on Uniform Traffic Control Devices. • Staffs the MPOJC Urbanized Area Policy Board, MPOJC Rural Policy Board, MPOJC Tran sporta�on Technical Advisory Commitee, and MPOJC Regional Trails and Bicycling Commitee by agenda prepara�on, informa�on packets, mee�ng minutes, technical assistance, schedule and performs du�es as assigned. • Communicates with elected officials to answer ques�ons, provides informa�on, presenta�ons and educa�on. • Assists in training student interns. • Monitors and creates division website content and completes updates. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and two years of related experience; or six years of related experience and/or equivalent combination of education and experience. Degree in Urban Planning, Transportation Planning, Civil Engineering, or related. • Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Master’s degree from an accredited educational institution and two years of related experience; or seven years of related experience and/or equivalent combination of education and experience. Experience in traffic engineering and transportation planning, and proficiency in software applications specific to transportation planning and traffic engineering. • American Ins�tute of Cer�fied Planners (AICP) Cer�fica�on. Knowledge, Skills, and Abili�es • Ability to analyze and cri�que plans and proposals for transporta�on development. • Ability to apply concepts such as frac�ons, percentages, ra�os, and propor�ons to prac�cal situa�ons. • Ability to effec�vely present informa�on to top management, public groups, and/or boards of directors. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to prepare and present technical reports and recommenda�ons. Updated: March 2024 • Ability to read and interpret legal agreements and documents, technical journals, and financial reports. • Ability to reliably and predictably carry out du�es. • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to work with mathema�cal concepts such as probability and sta�s�cal inference, and fundamentals of plane and solid geometry and trigonometry. • Ability to write speeches and ar�cles for publica�on that conform to prescribed style and format. • Knowledge of development process and local government opera�ons. • Knowledge of principles and prac�ces of transporta�on and urban planning. • Knowledge of state and federal transporta�on programs and policies. • Skill in the opera�on of a number of office machines and equipment. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook) and GIS so�ware, Engineering and Transporta�on so�ware.
