HomeMy WebLinkAboutSenior Housing InspectorUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Senior Housing Inspector Department: Neighborhood & Development Services Division: Neighborhood Services Supervisor: Neighborhood Services Coordinator FLSA: Exempt Civil Service: Yes Pay Grade: 29 Job Number: 2910 Job Summary Supervises and directs the opera�onal, financial and personnel ac�vi�es of the Housing Inspec�on staff. Responsible for the enforcement of regulatory codes and ordinances with an emphasis in the inspec�on and licensing of all rental property, including public housing and Housing Choice Voucher units. Responds to ques�ons from landlords, property managers, tenants, contractors, and the general public regarding housing code compliance. Oversees nuisance enforcement. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Manages Housing Inspec�on workgroup opera�ons and supervises housing inspectors, housing inspector assistants, and housing assistant. • Executes policies and procedures for all assigned func�ons of Housing Inspec�ons staff. • Administers, interprets, communicates and enforces adopted regulatory codes and ordinances pertaining to housing and nuisance control within the City. Works closely with the other local departments for final interpreta�ons of safety regula�ons. • Directs and evaluates program of housing inspec�ons to ensure code compliance of rental proper�es. • Directs and evaluates program of fee collec�on, permit issuance, and records maintenance for Housing Inspec�ons func�ons. • Directs and evaluates code development programs for the City, including but not limited to, wri�ng city ordinances and policies related to housing code requirements. Prepares and enforces such rules and regula�ons as required by legisla�ve authority for the proper exercise of Neighborhood Services’ responsibili�es. • Directs and evaluates comprehensive staff training program to achieve programs goals and objec�ves and provide maximum performance. • Conducts field inves�ga�ons on high profile projects and incidents. • Conducts inspec�ons and re inspec�ons with property owners and managers to ensure compliance with local codes and ordinances; Prepares required inspec�on reports. • Reviews and edits correspondence and inspec�on reports prepared by assigned inspectors. Updated: March 2024 • Responds to requests, ques�ons, and complaints regarding compliance with housing, building and zoning codes and regula�ons and determina�ons made in inspec�on reports. • Assists Fire department with fire code compliance. • Develops and monitors budget for housing inspec�on division. • Administers Housing Choice Voucher Inspec�on Program. • Oversees condemna�on and demoli�on of hazardous proper�es. • Communicates with neighborhood associa�ons, apartment owners’ associa�ons, fraternal associa�ons, and other groups to inform and educate regarding public policy ques�ons. • Issues code viola�on cita�ons and appears in court on City’s behalf. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and two years of related experience; or six years of related experience and/or equivalent combination of education and experience. Experience in building and code inspection, property management and/or construction trades or related. • Cer�fied Lead Inspector/Risk Assessor cer�fica�on within one year of hire. Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and three to five years of related experience; or seven years of related experience and/or equivalent combination of education and experience. • Interna�onal Code Council Residen�al Building Inspector (B1) cer�fica�on within 12 months of hire. Interna�onal Code Council cer�fica�ons such as Commercial Building Inspector (B2), Property Maintenance and Housing Inspector (64), or other Residen�al, Commercial or Plans Examiner cer�fica�ons (B3, M1-3, E1-3, P1-3). Knowledge, Skills, and Abili�es • Knowledge of local zoning and uniform housing codes, state and na�onal legisla�on regarding housing inspec�on services. • Skill in writen and verbal communica�on, using both technical and non-technical language. • Skill in conflict resolu�on, communica�on, and problem solving. • Skill in observing, reading and interpre�ng technical materials, codes, and regula�ons. • Ability to apply concepts of basic algebra and geometry. Ability to effec�vely present informa�on and respond to ques�ons from property owners and managers, residents, and the general public. Updated: March 2024 • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to perform mathema�cal func�ons in order to review housing compliance issues with standards. • Ability to read, analyze, and interpret federal regula�ons, housing code, financial reports, technical procedures, and legal documents. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Ability to write reports, business correspondence, and procedure manuals. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook). Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing daily tasks and assignments. May perform additional supervisory duties at the direction of the Department or Division Head to include disciplinary action, assisting with hiring or firing, and writing or delivering performance reviews.
