Operates equipment at Landfill to push, compact and cover solid waste, recycle brush, discarded appliances and yard waste. Maintains liter control at the landfill. Monitors groundwater, leachate and air emissions. Recycles household hazardous waste, electronic waste, �res, oil and an�freeze. Performs compos�ng and drop-site recycling. Performs general service and maintenance of landfill grounds, equipment and buildings. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Oversees and par�cipates in daily landfill opera�ons. • Directs and coordinates work ac�vi�es of Landfill Operators—Heavy Equipment. • Follows and enforces Iowa DNR regula�ons for opera�ng a landfill, prepares reports for compliance, keeps operators up to date on changes. • Coordinates and assists with Landfill ac�vi�es of day laborers, surveyors, engineers and contractors. • Maintains records and files required reports. • Operates heavy equipment including a trash compactor, dozer, excavator, haul truck, and a scraper; hauls, spreads, compacts and covers solid waste at Landfill, ensuring safety for all at the site; operates spray-on cover machine and tarp deployment machine. • Sets grade stakes and operates equipment to run grades; operates electronic GPS equipment. • Builds and grades landfill maintenance roads and silt fencing. • Performs maintenance including welding and gluing on methane flare and gas wells. • Maintains liter control of Landfill, surrounding areas and access roads, including erec�ng, and moving liter control devices. • Inspects waste brought into facility for banned and hazardous items. • Performs dust control and load inspec�ons. • Performs rou�ne inspec�on and general scheduled maintenance to Landfill equipment (fluids, greasing equipment, hoses and filters) and flare. • Orders inventory and parts; maintains records on equipment. Updated: March 2024 • Picks up supplies and parts for daily landfill opera�ons. • Answers ques�ons regarding Landfill services. • Serves as backup to Landfill Operator as needed. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and one year of related experience; or three years of related experience and/or equivalent combination of education and experience. Experience in heavy equipment operation. • Landfill Operator Cer�fica�on required within one year of hire. Hazardous Waste Operator Cer�fica�on within one year of hire. Sa�sfactory driving record. Valid State of Iowa commercial driver’s license instruc�on permit upon first day in posi�on. Valid State of Iowa Class B commercial driver’s license with air brake endorsement within 6 months of hire. Meet federal drug tes�ng requirements. Requires a pre-employment drug screen. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. • Forkli� cer�fica�on. Compost cer�fica�on. Knowledge, Skills, and Abili�es • Ability to add, subtract, mul�ply, and divide in all units of measure, using whole numbers, common frac�ons, and decimals. • Ability to compute rate, ra�o, and percent and to draw and interpret bar graphs. • Ability to interface posi�vely with customers, clients and service technicians. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to prepare writen work orders and job records. • Ability to read and interpret documents such as safety rules, opera�ng and maintenance instruc�ons, and procedure manuals. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Knowledge of basic mechanics and safety procedures. • Knowledge of compos�ng procedures, hazardous waste handling procedures and regula�ons. • Knowledge of federal, state and local regula�ons for landfill opera�ons. • Knowledge of landfill rules and regula�ons. • Knowledge of safety procedures. Updated: March 2024 • Skill in opera�ng and maintaining trucks, equipment and machinery used in landfill opera�ons. Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing basic, entry-level daily tasks and assignments. Does not carry out disciplinary action, does not hire or fire, is not responsible for writing or delivering performance review.
