Job Summary
Under general direc�on, coordinates and par�cipates in the maintenance, construc�on and
repair of water mains, hydrants, valves, and fi�ngs. Designs and draws completed plans for
water main construc�on.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Plans, organizes, coordinates, and par�cipates in the maintenance, construc�on and
repair of water mains, hydrants, valves, and fi�ngs.
• Monitors comple�on of job assignments to ensure compliance with standards and
instruc�ons and revises instruc�ons and �me frames as necessary, assists the Water
Superintendent in monitoring opera�ons and ensures compliance with federal, state,
and local laws rules and regula�ons.
• Responds to complaints from the general public regarding water main breaks and water
main construc�on.
• Assists with project design and draws completed plans for water main construc�on,
reviews and makes changes on plans for new subdivisions, meets with City Engineers,
contractors, public, other department directors, and outside engineers on designs for
water main renewal areas, inspects new projects and prepares final informa�on for two-
year bond.
• Oversees and schedules work of crews, contractors, and inspectors to complete water
main construc�on projects, organizes pre-conferences for projects along with
neighborhood mee�ngs. establishes job priori�es and �me frames for assigned
distribu�on staff, provides supervision and direc�on to the inspectors or capital
improvement projects and private developments.
• Contacts technical representa�ves, equipment vendors and suppliers, solicits bids and
purchases materials and equipment as needed.
• Assists Water Superintendent by consul�ng with other division group leaders, evaluates
water distribu�on system performance.
• U�lizes digital equipment and so�ware to track and implement asset management of
distribu�on system infrastructure through standard opera�ng procedures.

• Operates heavy equipment such as backhoe, end loader, skid loader, boring machine,
tap machine, heavy trucks, and electric welder, uses specialized equipment to find valve
and leak loca�ons.
• Oversee the repair of streets, walks, driveways and restores landscaping resul�ng from
water main breaks, new water main construc�on and renewal of water mains.
• Performs and oversees hydrant and valve replacement with preventa�ve maintenance
program.
• Conducts flow tes�ng of hydrants.
• Recommends the purchase for new materials and equipment, maintains daily records of
projects, use of materials and inventory.
• Responds to emergency calls, performs stand by duty, as assigned.
• Reviews and analyses construc�on prac�ces to implement or recommend
implementa�on of construc�on and maintenance process improvements.
• Trains employees on equipment, tasks procedures, work standards and proper safety
procedures, assigns and schedules personnel to atend internal and external training
ac�vi�es.
• Prepares project es�mates.
• Prepares maps of as-builts for inclusion in records, files, and project folders.
• Reviews daily logs, �me sheets and workloads.
• Recommends Capital Improvement projects, assists in the development and
administra�on of opera�ng budgets and project accoun�ng systems.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the

• Performs other du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution; or four years of related
experience and/or equivalent combination of education and experience. Experience in
water distribu�on maintenance and construc�on or related.
• State of Iowa DNR Grade III Water Distribu�on Cer�ficate required within one year of
hire. State of Iowa DNR Grade IV Water Distribu�on Cer�ficate required within four
years of hire. Sa�sfactory driving record. Valid State of Iowa commercial driver’s license
instruc�on permit upon first day in posi�on. Valid State of Iowa Class A commercial
driver’s license with air brake and tank endorsements within 6 months of hire. Na�onal
Incident Management System Training ICS 100, IS 700 within two years of hire. Meet
federal drug tes�ng requirements. Requires a pre-employment drug screen. Must be 18
years of age. Must pass criminal background check. Must live within 25 miles of the
corporate limits of Iowa City, Iowa within one year of appointment to the posi�on.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and one year of related
experience; or five years of related experience and/or equivalent combination of
education and experience.

Knowledge, Skills, and Abili�es
• Ability to design and plan water system construc�on projects.
• Ability to effec�vely present informa�on and respond to ques�ons from groups of
managers, clients, customers, and the general public.
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or
schedule form.
• Ability to perform basic mathema�cal calcula�ons, calculate footage of water mains and
determines amount of chlorine to add to water mains.
• Ability to prepare writen log sheets, rou�ne reports, and records.
• Ability to read and comprehend technical manuals, maps and blueprints, safety rules,
opera�ng and maintenance instruc�ons, and procedure manuals.
• Ability to reliably and predictably carry out du�es.
• Ability to solve prac�cal problems and deal with a variety of concrete variables in
situa�ons where only limited standardiza�on exists.
• Knowledge of hydraulics of distribu�on systems.
• Knowledge of methods, prac�ces and procedures used in the construc�on and repair of
water systems.
• Knowledge of occupa�onal hazards and safety precau�ons.
• Skill in opera�on of heavy and specialized equipment.
• Skill in training and supervising work ac�vi�es of assigned crew.
• Skill in using computers and applicable software applications (Microsoft Office – Word,
Excel, Outlook).
Supervision
Involves leadership role such as regularly guiding, training, and providing direction to
permanent staff in completing basic, entry-level daily tasks and assignments. Does not carry out
disciplinary action, does not hire or fire, is not responsible for writing or delivering performance
review.
