HomeMy WebLinkAboutSenior Treatment Plant Operator - WastewaterUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Senior Treatment Plant Operator – Wastewater Department: Public Works Division: Wastewater Supervisor: Assistant Superintendent – Wastewater / Wastewater Superintendent FLSA: Non-Exempt Civil Service: Yes Pay Grade: 14 Job Number: 1411 Job Summary Under direc�on, serves as group leader and par�cipates in the daily opera�ons of the City wastewater treatment facili�es. Coordinates informa�on between lab and maintenance Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Implements division goals, policies and procedures established by the Wastewater Superintendent. • Directs and par�cipates in the daily opera�ons of the City wastewater treatment facili�es, gathers, analyzes and transmits informa�on from all division work groups that impacts the technical performance of treatment processes, monitors and controls plant performance through computer SCADA system and other tools and techniques. • Formulates, implements, and evaluates process changes, reports results to Wastewater Superintendent, Assistant Water Superintendent, and work group leaders. • Operates treatment processes, performs lab du�es; maintains performance records, and produces reports for compliance with regula�ons. • Collects wastewater and industrial samples. • Operates sampling equipment for treatment facili�es and industrial customers, prepares and maintains sampling equipment up to “ultra-clean” specifica�ons for specific loca�ons and parameters. • Trains Operators and Relief Operators in treatment plant opera�ons, sampling and record keeping, develops task lists, procedures, and schedules for different shi�s. • Assigns work on a daily basis; troubleshoots issues with lab analysis and treatment plant processes. • Places chemical orders. • Assists in emergency du�es resul�ng from storms, power failures and slug discharges. • Conducts tours of the facility; performs public outreach. • Collects data and prepares reports for Na�onal Weather Service monitoring sta�ons, prepares required state reports and special project informa�on, conducts special field studies and maintains weather sta�on. Minimum Education, Experience, Certification/Licensure, Other • Associate’s degree from an accredited educational institution and two years of related experience; or four years of related experience and/or equivalent combination of education and experience. Experience in wastewater treatment. • State of Iowa DNR Grade III Wastewater Operator cer�ficate. Forkli� cer�fica�on required within two years of appointment. Sa�sfactory driving record. Valid State of Iowa commercial driver’s license instruc�on permit upon first day in posi�on. Valid State of Iowa Class B commercial driver’s license with air brake and tank endorsements within 6 months of hire. Na�onal Incident Management System Training ICS 100, IS 700 within two years of hire. Meet federal drug tes�ng requirements. Requires a pre-employment drug screen. Must be 18 years of age. Must pass criminal background check. Must live within 25 miles of the corporate limits of Iowa City, Iowa within one year of appointment to the posi�on. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. • State of Iowa DNR Grade IV Wastewater Operator cer�ficate. Knowledge, Skills, and Abili�es • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, clients, customers, and the general public. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or schedule form. • Ability to maintain accurate records and logs, business correspondence, and procedure manuals. • Ability to perform basic mathema�cal calcula�ons and calculate formulas for wastewater treatment laboratory tests and plant opera�ons. • Ability to read and interpret technical materials and blueprints, specifica�ons, electrical schema�cs, gauges, charts and data sheets, and government regula�ons. • Ability to reliably and predictably carry out du�es. • Ability to solve prac�cal problems and deal with a variety of concrete variables in situa�ons where only limited standardiza�on exists. • Knowledge of federal, state and local regula�ons concerning wastewater treatment. • Skill in equipment troubleshoo�ng. • Skill in organizing and direc�ng mul�ple projects and work teams simultaneously. • Skill in the opera�on of computers and specialized equipment used in wastewater treatment processes. Supervision Involves leadership role such as regularly guiding, training, and providing direction to permanent staff in completing basic, entry-level daily tasks and assignments. Does not carry out disciplinary action, does not hire or fire, is not responsible for writing or delivering performance review.
