Develops and maintains systems management programs and documenta�on. Streamline business technology processes and eliminate inefficiencies. Monitors system performance and usage to determine future enhancement with the goal of maintaining industry determined best prac�ce. Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Iden�fies business needs and areas of inefficiency to propose solu�ons. • Architects project requirements addressing business needs, produces complete project scope of work with milestones and determines resources required. • Designs solu�ons including revising exis�ng programs as well as developing new; inves�gates and resolves bugs/changes; schedules and leads mee�ngs; sets and meets project deadlines. • Writes, tests and debugs coding for new and exis�ng system applica�on programs, monitors for security. • Ensures the produced solu�on follows industry best prac�ce, addresses the current business need and future enhancement. • Schedules and coordinates solu�on design walkthroughs with support staff before proceeding to the deployment phase. • Manages all ASP.NET, VB.NET, and C# applica�ons residing on, or interfacing with, Microso� SQL, IIS, and Sharepoint servers. • Advises and responds to user applica�on maintenance and support needs. • Designs, develops and maintains interface applica�ons, reports, and data integra�on. • Func�ons as project manager for ITS so�ware and development projects. • Serves as liaison between vendors, business leaders, and City staff when required. • Develops and maintains project documenta�on including providing user instruc�ons and procedures and technical informa�on for support staff. • Develops and presents training programs for users. • Performs on call rota�on for ITS, answering ques�ons for a 24/7 desktop support help line. Updated: March 2024 • Works with and protects sensi�ve informa�on rela�ng to various applica�ons and projects within the City. • Develops and manages Agile and Team Founda�on Services. • Ensures all interac�ons and du�es are properly tracked and documented. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs all other related du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and six years of related experience; or ten years of related experience and/or equivalent combina�on of educa�on and experience. Degree and/or experience in Computer Programming. • Valid State of Iowa driver’s license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educa�onal ins�tu�on and eight years of related experience; or twelve years of related experience and/or equivalent combina�on of educa�on and experience. Experience with Visual Studio.Net development pla�orm, developing applica�ons in VB.NET and ASP.NET technologies, programming C#, PowerShell, SQL, Visual Basic and experience with Microso� SQL Server environment. • Microsoft Certified in Systems Administration. Knowledge, Skills, and Abili�es • Ability to analyze complex informa�on service business needs, document requirements, and present recommenda�ons with impact statements. • Ability to apply concepts of basic algebra and geometry. • Ability to calculate figures and amounts such as propor�ons, percentages, area, and circumference. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to effec�vely present informa�on to top management, employee groups, and public groups. • Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram or schedule form. • Ability to organize and lead mul�ple staff members during various projects. • Ability to read and understand technical materials, reports and journals. • Ability to reliably and predictably carry out du�es. • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. • Ability to write reports that conform to prescribed style and format. • Knowledge of and skills of informa�on systems, opera�ng systems, and programming. • Skill and knowledge using so�ware and programming languages C#, PowerShell, Visual Basic, Access and SQL server.
