Job Summary
Leads a project team in the construc�on management and inspec�on of capital and
architectural improvement projects. Coordinates, monitors and administers capital projects
involving engineering consultants. Reviews plans and specifica�ons. Ensures adherence to
contract documents by contractors. Enforces quality construc�on from various construc�on
crews.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Leads project team members rela�ve to the construc�on, surveying and inspec�on of
capital improvement projects.
• Directs construc�on inspec�on, analysis and inves�ga�on of sewers, water mains, water
and wastewater plants, structures and parking ramps.
• Provides review of construc�on documents.
• Directs, monitors, coordinates and reviews work of construc�on inspectors and
construc�on contractors.
• Receives and responds to complaints and inquiries from the public.
• Provides public informa�on on all aspects of capital projects.
• Performs inspec�on work as required.
• Assists in the development of long-range strategic plans; provides planning and
recommenda�ons on future projects.
• Develops capital and maintenance budgets.
• Oversees and monitors budget, goals and schedule.
• Works in response to emergencies.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and three to five years of
related experience; or seven to nine years of related experience and/or equivalent

combination of education and experience. Degree in Engineering or related. Experience
in construction, construction management, engineering, architecture or related.
• Valid State of Iowa driver's license with sa�sfactory driving record. National Incident
Management System Training ICS 100, IS 700 within two years of hire. Must be 18 years
of age. Must pass criminal background check.
Preferred Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educational institution and six years of related
experience; or ten years of related experience and/or equivalent combination of
education and experience.
Knowledge, Skills, and Abili�es
• Ability to effec�vely perform long and short-term planning and administer projects
within the established deadlines.
• Ability to effec�vely present informa�on and respond to ques�ons from groups of
managers, City staff, and the general public.
• Ability to interpret a variety of instruc�ons furnished in writen, oral, diagram, or
schedule form.
• Ability to perform mathema�cal func�ons in order to nego�ate change orders and
prepare pay es�mates.
• Ability to read and interpret plans and specifica�ons, blueprints, easement documents,
engineering reports, design manuals and contract documents.
• Ability to reliably and predictably carry out du�es.
• Ability to solve prac�cal problems and deal with a variety of concrete variables in
situa�ons where only limited standardiza�on exists.
• Ability to write reports, business correspondence, and procedure manuals.
• Knowledge of engineering principles and construc�on management and inspec�on.
• Skill in observa�on, problem solving, oral and writen communica�ons, conflict
resolu�on, nego�a�ons, technical wri�ng, and project management.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook) and various engineering design so�ware.
Supervision
Involves leadership role such as regularly guiding, training, and providing direction to
permanent staff in completing daily tasks and assignments. May perform additional supervisory
duties at the direction of the Department or Division Head to include disciplinary action,
assisting with hiring or firing, and writing or delivering performance reviews.
