HomeMy WebLinkAboutStorm Water SpecialistUpdated: March 2024 CITY OF IOWA CITY – JOB DESCRIPTION Posi�on Title: Storm Water Specialist Department: Public Works Division: Engineering Supervisor: City Engineer FLSA: Non-Exempt Civil Service: Yes Pay Grade: 12 Job Number: 1218 Job Summary Under general direc�on, administers storm water construc�on site runoff, illicit discharge and storm water management facility inspec�on programs for the City’s Municipal Separate Storm Sewer System (MS4). Essen�al Job Du�es and Responsibili�es The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Administers the City’s MS4 permit ac�vi�es; coordinates with the Iowa Department of Natural Resources (DNR), as needed, to ensure permit requirements are met. • Compiles data on City-wide ac�vi�es that support Na�onal Pollutant Discharge Elimina�on System (NPDES) MS4 compliance. • Administers the Construc�on Site Runoff (CSR) permit program for the Engineering Division, and enforces a construc�on site storm water runoff control ordinance that reduces pollutants in storm water runoff from construc�on ac�vi�es. • Reviews construc�on site storm water pollu�on preven�on plans; performs and documents construc�on site storm water pollu�on preven�on inspec�ons and compliance. • Manages the City’s Stormwater Best Management Prac�ces Cost Share programs. • Enforces an illicit discharge detec�on and elimina�on ordinance that prohibits non- storm water discharges into the MS4. • Inves�gates, responds to and documents illicit discharges into the MS4. • Performs and documents dry weather inspec�on of the MS4 components. • Assesses condi�on of exis�ng storm water management facili�es, including pipes, deten�on basins, streams, drainage easements and storm water quality best management prac�ces. • Reviews non-compliance issues and recommends solu�ons to various stakeholders. • Communicates Public Works policies, regula�ons and procedures to the public and City staff; responds to iden�fied problems or refers to appropriate staff members. • Assists with ordinance research and development. • Responds to complaints and informa�on requests from the public. • Iden�fies and pursues outside funding sources for storm water quality projects. Updated: March 2024 • Acts as volunteer coordinator by working with outside agencies such as the University for department emergency response to disasters and on-going community service projects; leads and directs volunteers in their project assignments. • Organizes and maintains u�lity records related to storm water infrastructure and facili�es. • Meets, educates and coordinates with contractors, engineers, and the public regarding work related to storm water infrastructure and facili�es, organizes clean up and restora�on projects. • Iden�fies non-compliance issues associated with specifica�ons and the inspected construc�on areas and informs appropriate par�es of lack of compliance with City standards. • Manages temporary hourly employees assigned to assist with storm water-related tasks and NPDES MS4 compliance. • Coordinates regular tes�ng of streams and City-owned ponds. • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. • Performs other du�es as assigned. Minimum Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution; or four years of related experience and/or equivalent combination of education and experience. Degree in Environmental Science, Engineering or related. Experience coordinating NPDES MS4 compliance activities. • Certification as a State of Iowa Certified Construction Site Pollution Prevention Inspector (ICCSPPI), or the ability to obtain certification within one year of employment. Valid State of Iowa driver's license with sa�sfactory driving record. Must be 18 years of age. Must pass criminal background check. Preferred Education, Experience, Certification/Licensure, Other • Bachelor’s degree from an accredited educational institution and one year of related experience; or five years of related experience and/or equivalent combination of education and experience. • Certified Professional in Erosion & Sediment Control (CPESC) or other related certification(s). Knowledge, Skills, and Abili�es • Ability to apply concepts such as frac�ons, percentages, ra�os, and propor�ons to prac�cal situa�ons. • Ability to atend work regularly. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to effec�vely present informa�on and respond to ques�ons from groups of managers, City staff, and the general public. Updated: March 2024 • Ability to interpret an extensive variety of technical instruc�ons in mathema�cal or diagram form and deal with several abstract and concrete variables. • Ability to make decisions in stressful situa�ons and communicate effec�vely. • Ability to read and interpret plans and specifica�ons, blueprints, easement documents, engineering reports, design manuals and contract documents. • Ability to reliably and predictably carry out du�es. • Ability to respond to common inquiries or complaints from the general public customers, regulatory agencies, or members of the business community. • Ability to work with mathema�cal concepts such as probability and sta�s�cal inference, and fundamentals of plane and solid geometry and trigonometry. • Ability to write reports, business correspondence, and procedure manuals. • Knowledge of environmental regula�ons and permi�ng processes. • Skill in technical wri�ng. • Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word, Excel, Outlook) and various engineering design so�ware. Supervision Involves leadership role such as regularly guiding, training, and providing direction to temporary/hourly, seasonal, or work-study staff in completing basic, entry-level daily tasks and assignments. Does not carry out disciplinary action, does not hire or fire, is not responsible for writing or delivering performance review.
