Job Summary
Directs the opera�onal, financial, personnel and related administra�ve ac�vi�es of the
Department of Transporta�on Services including Transit, Parking and Central Business District
maintenance. Provides the public with a system of clean, safe and convenient transporta�on
op�ons. Represents the department before the City Council, the general public and the media.
Essen�al Job Du�es and Responsibili�es
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
• Plans, directs, coordinates, and oversees the daily ac�vi�es of the divisions within the
Transporta�on Services Department.
• Develops and implements department policies and opera�ng procedures to provide
coordina�on of ac�vi�es within each division and ensure a complimentary rela�onship
between the systems.
• Plans long range department goals in conjunc�on with City Council strategic plan.
• Recommends Capital Improvement Projects, equipment procurement and opera�onal
policies to the City Manager and makes oral presenta�ons and answers ques�ons at City
Council and Commission mee�ngs.
• Responds to and resolves inquiries, requests, and complaints from the public and
outside agencies or groups regarding City transporta�on, parking, and downtown
maintenance issues.
• Develops, administers, and monitors the Department's budget and approves
expenditures.
• Administers and monitors various service contracts, including paratransit services.
• Administers state and federal grant repor�ng requirements and maximizes the amount
of state and federal grant funds received.
• Serves as the City’s representa�ve with various regional, state, and federal regulatory
agencies, including the Iowa Department of Transporta�on and Federal Transit
Administra�on.
• Monitors collec�on and handling of parking ramp, parking meter, parking permit and
bus fare revenues.

• Advises the City Manager on proposed expansion or changes to transit and parking
services as it relates to the department.
• Assists the City Manager in developing department policy recommenda�ons to the City
Council.
• Oversees and coordinates department communica�ons with City communica�ons team.
• Works with Coralville Transit, University of Iowa CAMBUS and paratransit service
provider management to maintain coordinated and coopera�ve urban area transit
service; works with University management to coordinate parking and enforcement
planning and related issues.
• Par�cipates in state and federal transit and parking associa�ons including commitee
assignments and direct contact with state and federal legislators.
• Par�cipates in Facili�es Federal Transit Administra�on reviews processes and ensures
compliance with federal regula�ons.
• Develops and administers opera�ons for maintenance of the Central Business District.
• Works with Iowa City Downtown District on coopera�ve efforts in the Central Business
District
• Prepares required documents and reports for the City Manager, City Council, state and
federal agencies and other regulatory agencies.
• Conducts self in a manner which promotes and supports diversity and inclusivity in the
workplace and community.
• Performs other du�es as assigned.
Minimum Education, Experience, Certification/Licensure, Other
• Bachelor’s degree from an accredited educa�onal ins�tu�on and six years of related
experience; or ten years of related experience and/or equivalent combina�on of
educa�on and experience. Degree in Business Administra�on or related.
• Valid driver’s license with sa�sfactory driving record. Must be 18 years of age. Must pass
criminal background check. Must reside in the municipal limits of the City of Iowa City.
Preferred Education, Experience, Certification/Licensure, Other
• Master’s degree from an accredited educa�onal ins�tu�on and seven years of related
experience; and/or equivalent combina�on of educa�on and experience. Experience in a
mass transit agency.
Knowledge, Skills, and Abili�es
• Ability to apply concepts such as frac�ons, percentages, ra�os, and propor�ons to
prac�cal situa�ons.
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to develop and present mathema�cal budget informa�on.
• Ability to effec�vely present informa�on to top management, public groups, and/or
commissions, or elected officials.
• Ability to interpret an extensive variety of technical instruc�ons in mathema�cal or
diagram form and deal with several abstract and concrete variables.

• Ability to read and interpret contracts, technical materials, maps, reports, and journal,
financial reports, and legal documents.

agencies, or members of the business community.
• Ability to setle labor disputes and deal effec�vely with employees, the public, special
interest groups and the media.
• Ability to work with mathema�cal concepts such as probability and sta�s�cal inference.
• Ability to write reports and ar�cles for publica�on that conform to prescribed style and
format.
• Knowledge of City codes, union contracts and personnel policies.
• Knowledge of City’s purchasing, financial and personnel policies.
• Knowledge of federal and state grant management and municipal opera�ons.
• Knowledge of financial documents and ability to manage and create budgets and
financial reports.
• Skill in oral and writen communica�on, marke�ng, and public rela�ons.
• Skill in the opera�on and maintenance of equipment used in the parking and transit
systems.
• Skill in using computers and applicable so�ware applica�ons (Microso� Office – Word,
Excel, Outlook).
Supervision
Responsible for the overall direction, coordination, and evaluation of a department. Carries out
supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include supervising subordinate supervisors and direct reports including
interviewing, hiring, and training employees; planning, assigning, and directing work; writing
and delivering performance reviews; rewarding and disciplining employees; addressing
complaints and resolving problems; and terminating employees.
